I. Land Tenure Improvement

  • Defer the processing of compulsory acquisition (CA)  including  those landholdings in the pipeline,  and survey activities for lands under CA until further notice;
  • Process workable landholdings under Voluntary Offer to Sell (VOS) and Voluntary Land Transfer (VLT) ;
  • Finish all balances in Land Acquisition and Distribution (LAD) such as Operation Land Transfer (OLT) under P.D. No. 27, Distributed But Not Yet Documented (DNYD), LAD Information System (LADIS),  subdivision and re-documentation of collective CLOA;
  • Full implementation of ARB Profiling ; and
  • Complete Inventory of CARP Scope Balance.

II. Agrarian Justice Delivery

A.  Agrarian Legal Assistance
  • Prioritize LAD-related, ageing, and flashpoint cases involving bigger hectarages and more ARBs in the resolution/disposition of agrarian cases;
  • Strengthen linkages between and among Legal, DARAB and Operations Group to avoid recurrence of legal problems on LAD;
  • Utilize aggressively alternative dispute resolution to reduce conflicts maturing into court cases; and
  • Maintain Zero balance/ no pending case at the end of the year.

B. Adjudication Cases

  • Speed-up resolution of DARAB cases by prioritizing cases, automation of database,  and other relevant means;
  • Finalize the proposed amendment of DARAB Rules of Procedures; and
  • Continue the aggressive utilization of mediation and conciliation and other alternative dispute resolution scheme to prevent disputes to become full blown cases.

III.  Program Beneficiaries Development

  • Integrate and harmonize all agribusiness initiatives/projects  implemented by various offices within the Department
  • Operationalize the ARC Cluster Development Strategy;
  • Pursue differentiated/area-specific need-based interventions approach according to ARC level of development and modality to include areas not covered by the ARC clusters;
  • Increase membership base of partner ARB organizations by 10%;
  • Broaden the implementation of credit and microfinance programs to support productivity and income enhancements, and particularly in Region X and ARMM in support to the President's directive on pro-poor employment program
  • Expand, scale-up and/or intensify operations of existing competitive and viable micro, small and medium enterprises (MSMEs) in agrarian reform areas;
  • Generate 100,000 additional jobs out of the agribusiness ventures, enterprise-related projects and physical infrastructure  in agrarian reform areas;  
  • Intensify efforts to expand and increase access of basic social services;
  • Establish new partnerships (local and foreign) to expand PBD reach; and
  • Intensify PBD implementation in provinces with 80-90% LAD  completion.

IV. Managing the Public

  • Establish strong linkages through networking with various civil society groups, women's groups and other agencies;
  • Strengthen the existing mechanism instituted by the Department e.g. Quick Response Operations (QRO) and Public Assistance  and Complaints Coordinating Unit (PACCU);
  • Maximize the use of the DAR website in sharing and disseminating data, information and advocacy campaign  on CARP; and
  • Intensify the promotion to the public the construction and completion of physical infrastructure projects by putting-up signboards indicating that they are nationally-funded projects under President Arroyo's administration.
  • Strengthen the existing Gender-based Connectivity with the Public and the other activities already instituted in the Department

V. Managing the Bureaucracy

  • Establish and operationalize the CARP Integrated Database System and undertake the following activities within the next six months:

                    >>> Firm up the LAD Balance categorized according to land size, mode of acquisition, crop type,
                          etc;
                    >>> Parallel implementation of the Field Operations File (FO Files) and LAD-Integrated Database
                          Management System  (LAD-IMS); 
                    >>> Continue the inventory of Approved Survey Plans  of previously acquired and distributed lands;
                    >>> Reconcile the data in the EP/CLOA IS with the official reported data on LAD (with Field
                          Operations Office and Planning Service);
                    >>> Continue the profiling of ARBs ;  and
                    >>> Full operation of the Legal Case Monitoring System

  • Review and align accordingly the work load status of the three major programs (LTI, PBD and AJD) vis-a vis the structure and staff complement of provinces with 80-90% completed LAD to intensify PBD implementation;  
  • Temporarily held in abeyance the rationalization efforts of the Department  pending results of the Congress deliberations of the CARP Bill
  • Observe utmost commitment, efficiency and integrity in the performance of our assigned duties and responsibilities in keeping with the Code of Conduct for the Officials and Employees of DAR (MC 10, Series of 2007);
  • Enjoin  the unified support of the rank and file for the passage of the CARP Bill,  setting aside personal interests and associations' divergent opinions and ideals;
  • Strengthen the existing mechanism instituted by the Department relative to Gender-Responsive Bureaucracy Management; and
  • Adhere to non-interference policy on Union-related matters.
