MOA on ARCCESS Project

DAR Agusan Norte Surpassed Land Distribution Target

The Department of Agrarian Reform in Agusan del Norte has set a record breaking 160 percent performance in land distribution from the annual projection of 1,370 hectares even before the 1st semester ends. As early as June 15, 2013, records showed that the office distributed a total of 2,198 hectares of agricultural lands to 1,248 farmer beneficiaries against this year’s target of 1,370 hectares. DAR ADN Meets Target for Land Distribution

The Department of Agrarian Reform Agusan del Norte currently has 76% or 33,219 hectares overall performance in relation to provincial CARP scope of 43,742 hectares for distribution.
The remaining 10,523 hectares of Agricultural lands will be distributed to the landless soil tillers within the period provided under CARP Extension with Reform program.
PARO II Andre B. Atega credited the performance to the Municipal Agrarian Reform Officers (MAROs) and provincial personnel in fast-tracking the implementation of land distribution.
Aside from land distribution, DAR aims to push the Program Beneficiaries Development (PBD) component in the province involving social infrastructure and capacity building services (SILCAB) to empower 18,579 both members and non-members of the organizations.
In the strengthening of the delivery of agrarian justice, DAR-AND accomplished 110% in 2012 with 498 cases resolved. The province was able to render administrative decision to a total of 674 Agrarian Law Implementation (ALI) cases involving 534 ARBs. This brings to 136% accomplishment out of the funded target of 494 cases.
The Legal Division, lead by Atty. Reggie Saludo, resolved 492 quasi-judicial cases involving 472 ARBs and 381 mediation cases.

Agusan del Norte ARBOs Received P 6M Farm Implements

The Department of Agrarian Reform Agusan del Norte through the implementation of Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) has turned over P6 million worth of modern farm implements to two Agrarian Reform Beneficiaries Organizations (ARBOs) recently.
Agrarian Reform Secretary Virgilio Delos Reyes graced the said occasion. Also in the limelight were DAR Caraga Regional Director Faisar A. Mambuay, OIC-Assistant Regional Director for Operation (ARDO) and Concurrent Provincial Agrarian Reform Officer II Andre B. Atega, CESO VI, DAR-Agusan del Norte, Governor Erlpe John M. Amante, together with Butuan City Mayor Ferdinand M. Amante, and some local chief executives.
Secretary Delos Reyes said “sana po ang equipment na ito ay magamit upang sa gayon mapababa nila ang production cost at tumaas ang kanilang kita para sa ikauunlad ng kanilang kabuhayan”, (Hopefully these equipment will be used to lower production cost and lead to boost farm productivity and improve farmers’ living condition.)
OIC-ARDO/PARO II Andre B. Atega, CESO VI said, “The new machines given to Tagabaca MPC and Baliguian Irrigators Association are investments for improving productivity and the future where the farmers can be one with machines than just with carabaos.”
Hon. Mayor Glicerio M. Monton, Jr. of Jabonga lauded DAR under the administration of Secretary Virgilio Delos Reyes for its interventions that possibly bring his constituents into a dramatic increase in farm productivity.
“I am very thankful to DAR since Baliguian Irrigators Association is one of the recipients of ARCCESS program. This could be a great help to our farmers of becoming economically and commercially viable” Mayor Monton added.
The two organizations involved Tagabaca Multi-Purpose Cooperative and Baliguian Irrigators Association whose approved projects are Tagabaca Grains Center and Integrated Rice Production and Marketing, respectively.
Tagabaca Multi-Purpose Cooperative received machineries that includes 5 units hand tractors with implement, 4 units cultivator/power tiller and 2 units threshers, while Baliguian Irrigators are 3 units hand tractor with implements, 1 unit combine harvester and 3 units threshers.
ARCCESS Coordinator Raul N. Hermoso said that another two ARBOs will each receive P 3 million funding support from ARCCESS, namely, the Avanceña Beneficiary Farmers Multi-Purpose Cooperative of Sanghan ARC in Barangay Sanghan, Cabadbaran City, and the Palmavera Small Coconut Farmer Beneficiaries Cooperative of Mapcola ARC in Las Nieves, Agusan del Norte. He also stated, “Aside from providing the farmers with common services facilities, DAR will also contract service providers that can assist the beneficiaries in using the new equipment.”
The said farm implements was granted to the said ARB Organizations, who will serve as conduits of the ARCCESS program to encourage other agrarian reform beneficiaries to become ARBO members. The program is in response to the mandate of Republic Act 9700 to provide subsidies to agrarian reform beneficiaries.

623 Farmers Received Land Titles

The Department of Agrarian Reform Agusan del Norte has recently distributed Certificate of Land Ownership Awards (CLOAs) involving 1,956 hectares of agricultural land covered under Comprehensive Agrarian Reform Program to 623 farmer-beneficiaries held at Sumile, Butuan City.
DAR Assistant Regional Director for Operation and Concurrent Provincial Agrarian Reform Officer II Andre B. Atega, CESO V graced the occasion assisted by DAR OIC-Municipal Agrarian Reform Officer Chona Maceda and Barangay Captain Andy M. Ecleo of Brgy. Sumile and other local barangay officials.
OIC-MARO Chona Maceda said that the 623 legitimate farmers and farm-workers have been tilling the land for many years since 1960. The said landholding was declared as alienable and disposable lands under the Comprehensive Agrarian Reform Program.
Barangay Captain Andy M. Ecleoof Brgy. Sumile lauded DAR for its effort in implementing DAR’s land distribution program. He is also thankful to the local government under the leadership of Mayor Ferdinand M. Amante for the support to further boost their economic lives.
Atega explained to the new landowners their duties and responsibilities being a CLOA holder. He further said that Agrarian Reform is not merely on land distribution but also providing support services to ensure farmer-beneficiaries will be able to make the land productive.
Farmers-beneficiaries of Barangay Sumile were also thankful to DAR for finally they have proof of ownership of the parcels of land they have been tilling.

54 Agrarian Reform Beneficiaries Get Land Titles

The Department of Agrarian Reform in the province of Agusan del Norte distributed 95 hectares of Agricultural land covered under the Comprehensive Agrarian Reform Program (CARP) to Fifty-Four (54) Agrarian Reform Beneficiaries (ARBs) held at Manoligao, Carmen, Agusan del Norte last May 2, 2013.
The awarding of titles was graced by DAR Caraga Regional Director Faisar A. Mambuay, CESO IV, together with Asst. Regional Director for Operation and Concurrent Provincial Agrarian Reform Officer II Andre B. Atega, and Vice Mayor Winefredo T. Taglucop of Carmen, Agusan del Norte.
An 88-year old farmer-beneficiary since 1965 named Bernardita P. Regner shared, "Malipayon kami karon. . . ug dako among pasalamat sa DAR sa titulo nga among nadawat . . . among ampingan ug palambuon kini”, (We are now delighted...and thankful to DAR for the land we received...we should take care of it and make it productive”, Regner said.
In behalf of Mayor Ramon Calo, Vice Mayor Taglucop lauded DAR in intensifying its effort on land distribution in his localities. He also encouraged the new landowners to undertake a positive attitude to make the land productive. On the other hand, Mambuay said, “this is just the start of several government interventions to help the farm-workers in Brgy. Manoligao. Just continue to be united and more support will follow.”
Also, ARDO Atega pointed out some responsibilities of the farmer-beneficiaries to use the land productively. He also emphasized some rules under republic act 6657 as to how the ARBs can be disqualified. He further said that the farmers must ensure to pay taxes to the local government.
