Notice on Landholdings for Deduction from CARP Coverage or from DAR’s Balance of Landholdings for Acquisition and Distribution

NOTICE ON LANDHOLDINGS FOR DEDUCTION FROM CARP COVERAGE OR FROM DAR’S BALANCE OF LANDHOLDINGS FOR ACQUISITION AND DISTRIBUTION

The Department of Agrarian Reform is mandated to complete the acquisition and distribution of the remaining CARP-covered landholdings in 2016. The DAR’s Land Acquisition and Distribution (LAD) Database, however, shows that the process of land acquisition and distribution of a significant proportion of landholdings have been stalled due to legal, technical, operational and administrative issues, thus these landholdings are tagged as low priority.
 
DAR Memorandum Circular No. 4, Series of 2014 was issued for the conduct of review and evaluation of the landholdings tagged as low priority in the CARPER LAD Database, to determine which among them will remain classified as low priority, to be transformed into workable, or should already be deducted, so that the remaining LAD balance could be firmed-up for the purpose of planning and programming of targets.
 
In accordance with DAR M.C. No. 4, S. of 2014, all stakeholders or persons who have clarification/concerns on specific landholding/s recommended for deduction from the CARPER LAD Database by the Provincial Agrarian Reform Office concerned, may submit their comments/protests/petitions to the DAR Regional Office concerned within fifteen days from the date of posting of the Notice on Landholdings for Deduction from CARP Coverage/CARPER LAD Database.
 
 
Any protest/petition shall be resolved as an Agrarian Law Implementation (ALI) case pursuant to DAR A.O. No. 2, S. of 2003.  Pending final and executory resolution of the ALI case, the landholding will be treated as low priority for land acquisition and distribution.
