Journal on agrarian justice on wheels launched

A journal on the Agrarian Reform Justice on Wheels (ARJOW) program was recently published by the legal division of the Department of Agrarian Reform’s (DAR) provincial office in La Union.

“The ARJOW Journal was conceptualized to document the activities of the Legal Division for the year 2018 by bring the Agrarian Legal System closer to our Agrarian Reform Beneficiaries and other stakeholders,” said Provincial Agrarian Reform Officer II Raul C. Laluan.

“The highlight of the activity is the organization and re-orientation of the Barangay Agrarian Reform Committees (BARC) which was conducted by the provincial office in La Union (through) the Legal Division staff in cooperation with the local government units of the province,” said Provincial Agrarian Reform Officer II Raul C. Laluan.

“The said activity paved the way to the opening of three satellite offices in first and second districts of the province,” Laluan added.

The journal is written in Iloco, the vernacular of La Union’s farmer-beneficiaries.

Aside from serving as a record of the programs, activities and milestones of DAR-La Union’s Legal Division, the ARJOW Journal also answers frequently-asked questions and lists the officials of the BARC in San Fernando City and the 19 municipalities of La Union.

ARJOW is a program devised to unclog and fast-track the resolution of pending cases within the Department.

It was launched a couple of years ago in pilot agrarian reform communities to speedily resolve disputes in fulfillment of its mandate to emancipate and empower farmers to become a new breed of small landowners capable of improving their welfare.

“The exceptional presentations of information, through vivid captures of various valuable activities, and the use of the Iloco dialect, the region’s vernacular, is one outstanding model that the Department wishes to see in other regions,” said Director Marjorie P. Ayson, Bureau of Agrarian Legal Assistance.
