RIZAL, Kalinga, April 2 (PIA) - - The P35 million Macutay-Liwan farm-to-market road (FMR) funded by Japan International Cooperation Agency (JICA) and implemented by the Department of Agrarian Reform under the Comprehensive Agrarian Reform Program (CARP) is reported completed and subject for final inspection.
Agustina Duyan, Chief Agrarian Reform Program Officer, said the Macutay-Liwan FMR covers about 6 kilometers and links the western barangays of Rizal to its eastern barangays.
This road also connects to the circumferential road going to Pinucoc, Pinukpuk then to Tabuk City and to the Liwan-Tuguegarao national road which will impact on the easy transport of agricultural products to the market.
Duyan also informed that the P2.7 million Katagoan Water System, which will benefit barangays Liwan West and Calaocan, is on-going construction.
Seventeen units of water pumps are also intended for Bulbul and 14 to San Quintin. Other components were completed last year.
Duyan said two small irrigation dams are still being worked out particularly survey on location and design. “These are the Bulo irrigation dam and canal construction in the amount of P11M with potential irrigable area of 72 hectares and Pangol irrigation dam of P9M proposed funding to irrigate 60 hectares.
The projects are under the component of the Agrarian Reform Infrastructure Support Project Phase III provided as a grant by JICA in support to CARP- covered agrarian reform communities in the province.
For the other components, Duyan informed that training on agricultural and cooperative development was also carried out last year with the assistance of the Agriculture department and Cooperative Development Authority.
Members of the San Pascual Multi-Purpose Cooperative were given trainings on policy formulation, accounting and bookkeeping, and financial management.
Irrigators’ association members were trained also on action planning and were assisted of their registration with the Securities and Exchange Commission.
Under swine production, ten piglets were also distributed to women cooperative members of San Pascual, Bulbul and San Quintin. (JDP/PAB-PIA CAR, Kalinga)
