DAR Surigao del Norte Celebrates 25 years of CARP


June 14, 2013 marks the start of the 25th CARP Anniversary Celebration in the whole CARAGA XIII. There were various activities from the five provinces composing from the Region XIII including the regional offices.

The Department of Agrarian Reform (DAR) in the province of Surigao del Norte opened the celebration with a thanksgiving mass at Virgen dela Paz de Buenviaje Parish, Barangay Taft, Surigao City. It was then followed by a motorcade around the city proper which was participated by line agencies and people organizations as Agrarian Reform Beneficiaries (ARBs).

The second part of the activity was the short programs held in the Provincial Office participated by all officers and staff of the different divisions headed by PARO II, Teresita E. Depeñoso, MSBA and PARO I Jose T. Sebucao. The celebration highlights was the awarding of the 2012 Most Outstanding Employees which includes Mr. Dante C. Manlimos, PMEU Chief; Ms. Bethsaida A. Dolera, Acting Budget Officer; Mr. Reynaldo N. Maturan, Admin Aide VI for Operation Division; and Ms. Jocelyn P. Debajo, Admin Aide VI for the office of the PARO.

After the short programs there was the ARB Lawyering and Legal Clinic which was handled by the Legal Division chief Atty. Jonalo Ace C. Chua and his staff. They readily answered questions raised by the ARBs and other invited People’s organizations in the province.

To quote the message of Regional Director Faisar A. Mambuay during the 25th CARP Anniversary Farmers Forum:

“In 1988, we have won a battle over landless when the Comprehensive Agrarian Reform Program was signed and became the centerpiece of social justice program of the then President Corazon C. Aquino. The land distribution program boosted our farmer’s confidence as they now become real owners of the land. Legal assistance was provided to farmers, and served justice to whom it deserved. Support services were also provided to ensure a better quality of life for our farmers. This landmark program has truly transformed lives and communities.

None in the law says that CARP will end soon, although we believe that it has to undergo certain evaluation to fit the needs of the present time. Rural development and alleviating the farmer’s life from poverty is yet a long-long way to go. CARP cannot do it alone because CARP in itself is not perfect.

Indeed, much has been done. But a huge work still remained to be served. Batid naming na maraming pagkukulang, but we are taking our steps towards there. We are taking each single step towards realizing the very mission and vision of program.

Ang aming hamon ay sana mapakita pa natin na kayang kaya ng magsasakang pinoy ang umunlad sa pamagitan ng pagmamahal sa lupang alay ng CARP.

Minsan na nating napatunayan na sa sama-sama nating pagtahak sa landas na ito, kasama ang mga kawani ng Department of Agrarian Reform sa buong rehiyon, maging an gating mga partner agencies, tayo ay nagtagumpay at nais muli naming ipa-alaala na ang lahat ng ginagawa natin sa ngayon ay tungo sa mas marami pang tagumpay ninyo na minamahal naming magsasaka at agrarian reform beneficiaries.
