CEBU CITY, Jan. 13 — Agrarian Reform Secretary Rafael Mariano and the Undersecretaries of the DAR signed yesterday, the 2017 performance contract of the department’s regional and provincial offices.
Mariano said the contracts contain each office’s strategic plans, directions and targets for 2017 to 2022. The third level officials from the field levels of each regions promise to commit to these targets with a signed contract. These contracts would be cascaded down to the DAR workforce for implementation.
“I am counting on their signed commitment that they would fulfill them to better serve our farmers and improve their economic lives,” said Mariano.
The performance contract was the final output of the just concluded “Harmonization and Unification for a Common Strategic Direction,” which was conducted to respond to changes in the DAR’s direction in the implementation of the Comprehensive Agrarian Reform Program (CARP) and the introduction of the genuine agrarian reform program (GAR).
Mariano, together with the new officials of the DAR, elucidated to the bureaucracy his thrusts and policy directives for the department.
“Through this planning conference, we now have a common perspective and understanding on how the department shall move forward. Our efforts are unified and geared towards benefitting agrarian reform beneficiaries (ARBs), non-ARBs and farmworkers,” Mariano said.
Signing the contract with Mariano were Undersecretaries Marcos Risonar, Sylvia Mallari, Rosalina Bistoyong, David Erro and Luis Meinrado Pangulayan.
