Gender Equality in Land Tenure Improvement, Delivery of Agrarian Justice & Program Beneficiaries Development ---
- All Regional and Provincial GAD Focal Points to establish the status of gender inequality in:
- CLOA awardees
- Agrarian Dispute or conflicts
- Delivery of Support Services
- Policy recourse for women as CLOA awardees. TWG to provide updates as to the status of the revision and improvement of DAR AO#1, Series of 2001 (Guidelines for Non-Gender Bias in the Implementation of Agrarian laws)
- TWG to initiate Focus Group Discussion with stakeholders and present findings and recommend courses of action to the National GAD Steering Committee for deliberation. The TWG to consolidate gender-based issues related hereto.
Gender Empowerment & Governance in Program Beneficiaries Development ---
- Active advocacy for increase in women participation or representation in local organizations and in project identification, design, development, implementation, monitoring and evaluation.
- Review, improve, and expand sex-disaggregated data collection and management coverage of gender-based information taking off from existing ARC Accomplishment Report particularly ARC Form 10 re Gender and population Development.
- Reactivation & improvement of existing computerized information system on gender based information.
- Expand, invest, and undertake absorptive capacity building on gender-responsive analysis on policy-making, program planning, budgeting, and management.
Gender Sensitivity Mechanism in the Delivery of Agrarian Justice ---
- Explore and advocate for the institutionalization of a gender-based adjudication division in the DARAB or Legal units or formation of an Alternative Dispute Resolution (ADR) Units handling disputes or conflicts involving women.
- Review, revise, and improve DAR MC # 5, Series of 2001. Guidelines for the Establishment and Operation of DAR Women’s Desk, with the view of acceptance of Alternative Dispute Resolution (ADR) as modality in resolving conflict.
Gender Sensitivity in Bureaucracy Management ---
- Undertake inventory of officials and employees to identify challenges, gender analysis to serve as benchmark for gender-based development, programming and planning
- Advocate installation of gender-based assessment for programming, planning, budgeting, and management.
- Advocate expansion in the identification and training of potential women leaders.
- Advocate gender equality status, identify challenges, set standards, and formulate concrete policies to promote advancement of women in the DAR.
Gender-based Connectivity with the Public ---
- Strengthen coordination, forge network and linkages with the National Commission on the Role of Filipino Women (NCRFW). DARLA-SAKA, inter-agency GAD committees, and other women’s groups or gender-sensitive organizations.
- Step up and strengthen Gender Mainstreaming Advocacy (GMA) in the agrarian sector.
- Train women in leadership and governance skills.
- Build women’s constituency to influence key decisions for women’s advancement.
- Design career pathways program for women in DAR as enabling conduit for eventual policy-decision-maker role.
GAD-Responsive Budgeting, Allocation and Fund Outsourcing ---
- Explore approaches in financing schemes and to encourage new and innovative sources of funding or aid modalities thru consultations, participation to conferences, symposia, convention with key local or multinational financing entities.
- Enforce Joint Circular No. 2004-1 issued by DBM, NEDA, and NCRFW.
- Aggressive retooling and expanding absorptive capacity on gender financing for women’s platform of action.
Explore GAD Mainstreaming in the Official Development Assistance (ODA)/Foreign Assisted Projects ---
- Explore mainstreaming mechanism for GAD concerns in the investment portfolio thru advocacy, launching awareness campaign, conduct conference to mobilize opinion and information dissemination with the FAPSO/SSO officials and technical staff. TWG shall initiate point of contact.
- Explore installation of regular review-recommendatory arrangements with FAPSO/SSO for the inclusion of gender-sensitive issues at project identification, project design, development, implementation, and monitoring and evaluation.
