DAR DAVAO City to Conduct Profiling to 7019 ARBs

The Department of Agrarian Reform (DAR)  has tapped the expertise of   Berkman International Incorporated in conducting the profiling of at least one million agrarian reform beneficiaries (ARBs) all over the country.  This was revealed by Davao City OIC Provincial Agrarian Reform Officer II (PARO) Ernesto B. Tan during the briefing on ARB profiling for Davao City held last August 28, 2009 at the Provincial Agrarian Reform Office and participated by the enumerators, Provincial Supervisors and selected DAR personnel.

PARO Tan said that the purpose of this ARB profiling is to generate a complete profile of 7,019 arbs, with 15 enumerators as Davao city's share of the 1 million ARBs targeted nationwide with 1,515 enumerators under the supervision of 485 municipal supervisors. It also seeks to establish and maintain database at the Municipal, provincial, regional and central level of DAR offices.  And it shall also serves as a tool for knowing the whereabouts of the ARBs including their economic conditions so that the office can make policy decisions and program interventions.

According to PARO Ernesto Tan, the  ARB profiling target for Davao City  of 7,019 is divided among the 6 municipal agrarian reform offices (MARO):  909 arbs for Baguio , 1,188 for Buhangin,Paquibato and Buhangin; 1,843 for Calinan, 625 for Marlog; 1,319 arbs for Talomo and Toril and 1,135 for MARO Tugbok. 

Also present during the ARB briefing was Mr. Geronimo Alino, Berkman International Inc. Island Coordinator for Regions XI and XI.  He said that while this activity entails a lot of hard work, he challenged the group to make it a happy endeavor.  "It is my duty to make sure that funds are available for the activity", Alino added.

The 15 enumerators that included DAR scholars were carefully selected by DAR. They shall be responsible in the conduct of the interview, while the MARO shall provide assistance in locating the ARBs identified based on the masterlist, and review and validate the correctness of the data gathered before the issuance of  the certificate of acceptance.  The DAR Provincial Office shall provide the enumeratos through the MAROs the updated masterlist of ARBs .

PARO Tan added that the profiling of the 7,019 ARBs should be completed within two months with a  daily output of 117 profiles per day.

"This will be out first major activity after the CARP extension with Reforms (CARPER) law was signed into law last August 7, 2009 by President Gloria Macapagal Arroyo at Plaridel Bulacan" said PARO Tan.

Region XI:  Grand Prize Winner of DAR's nationwide Mural Painting Contest

DAR Region XI contingent was recently judged as the grand prize winner of the 2nd nationwide on the spot mural painting contest held just recently at Quezon City Memorial Circle.  The participants were carefully selected and screened from the different Provincial Agrarian Reform Offices (PARO) of Davao City, del Sur, del Norte, Compostela Valley and Oriental.  Representing Davao City was Renz Marion J. Lerog; Jay-Ar Meode for del Sur; Bernie Laderan for del Norte; Bea Trizia Jimenez for Davao Oriental and Abigail Florentino of Compostela Valley.

The activity was in preparation for the 22nd Anniversary of the Comprehensive Agrarian Reform Program this June 2010.  It was formulated to sustain the interest and attention among students on the implementation of the CARP extension with reforms. This contest was targeted, but not limited to dependents of farmer-beneficiaries of CARP, students and other youth from the Agrarian Reform Communities, who are required to come up with their group's interpretation of the identified theme for this year's event:  "Ang buhay sa bukid ay masaya, kung may tiyaga at pag-aaruga".

The much coveted prize of P150,000 went to Reg. XI; 2nd prize of P100,000 went to Region I and 3rd prize of P75,000 went to Region IV-A and consolation prize of P5,000 for the non winners.  DAR Reg. XI Asst Regional Director for Administration (ARDA) Juldastan Razul received the award for and in behalf of Director Datu Yusoph B. Mama.  The works of art were judge based on the following criteria:  relevance (appropriateness to the theme) -30%; composition ( technical quality) - 30%; visual impact (extent & influence to public)- 25% and Originality (uniqueness) -15%.

The regional Office threw a thanksgiving ceremony last June 3, 2010 attended by the Provincial Agrarian Reform Officers of the Region. OIC PARO II Valentino Magante of Davao City congratulated the Mural Painting Team for the feat and honor they have given to Region XI.
