What is the PARCCOM?
The PARCCOM or Provincial Agrarian Reform Coordinating Committee is CARP's field level, multi-sectoral, collegial, deliberative and coordinative but not implementing body. It complements in each province, the inter-agency national level set-up of the Presidential Agrarrian Reform \council (PARC), and the grassroots level of the Barangay Agrarian Reform Committees (BARCs).
What is its place in the CARP organizational set-up?
The PARCCOM is really at the heart of the CARP structure.
At the head is PARC, presided over by no less than the President of the Philippines. Under the PARC is its Executive Committee (ExCom) whi has for its chairman, the DAR Secretary. The PARC ExCom is assisted by a Technical Commitee (TechCom) headed by an Undersecretary-rank Council Secretary.
Backstopping the work of these top level policy-making bodies is the PARC Secretariat.
What laws created the PARCCOM?
RA 6657 (section 44) mandates that "A PARCCOMM is hereby created in each province"
RA 7905 (section 3) likewise mandates that "A PARCCOMM is hereby created in each province"
Who composes the PARCCOM?
The PARCCOM is composed of twelve (12) to thirteen (13) members, as follows:
1. Chairman/person - from the private sector and appointed by the President upon the recommendation of the PARC ExCom
Government Sector Ex Officio Members:
2. DAR-PARO - who is also the PARCCOM Executive Oficer
3. DA - who maybe the Provincial Agricultural Officer (PAO) of the LGU Provincial Agriculturist
4. PENRO or CENRO - per existing arrangment at the DENR office in the province
5. LBP Representative - based on designation in the bank's latest organizational structure
Private Sector Elective Members, representing:
6. Farmer Organizations
7. Agricutural Cooperatives
8. Non-Goverment Organizations
9. Landowners (Principal Crop in the province)
10. Landowners (Other Crops)
11. Farmer/Farmworker Beneficiaries (Principal Crop)
