Speaker Prospero C. Nograles today said there is no change in the timetable of the House of Representatives that the CARP extension bill will be decided on in plenary on or before Congress adjourns on June 5.
"While we have a commitment in support of the measure, it will be plenary that will decide on the final form of the new CARP law," Nograles said, adding that "it is very important to note that President Gloria Macapagal-Arroyo is supporting the CARP extension measure."
As of last session day last week, the CARP extension bill under House Bill 4077 contained in committee report 506 is now under the period of interpellations in plenary and sponsored by the Committee on Agrarian Reform and the Committee on Appropriations.
As presented earlier in plenary, the bill includes, among other major provisions, the compulsory acquisition and distribution of covered lands.
Nograles earlier this year ordered the formation of a panel of lawmakers to sit down with their Senate counterparts to reconcile their respective versions. A technical working group, in their report, also included compulsory land acquisition and distribution.
Other vital provisions include the review and accounting of distributed
but have no supporting documents, and the proposal to allot some P100-billion to cover the entire period of extension.
Also in the House plenary's calendar of business, among other vital measures now pending in plenary, are the proposed measure providing compensation to victims of human rights violations during the Marcos regime (HB 3756), the proposed national policy of reproductive health (HB 5043) and the strengthening of the Anti-Money Laundering Law under HB 5077.
