Faster resolution of cancellation cases sought in DAR conference

DAR Undersecretary for Legal Affairs Luis Meinrado Pañgulayan leads the national briefing on the new procedures for the speedier processing of cancellation cases of land titles issued under the agrarian reform program.

The Department of Agrarian Reform (DAR) is currently conducting a national briefing on the cancellation of land titles to address the need for the faster resolution of these cases.

DAR Undersecretary for Legal Affairs Luis Meinrado Pañgulayan said the symposium was organized under the orders of Agrarian Reform Secretary John R. Castriciones to ensure that the agrarian legal services will be able to confer directly with the offices involved in cancellation cases.

These officers – the regional director, the provincial agrarian reform program officer II, and the provincial chief legal officer – are on the front lines with regards to the acceptance and evaluation of applications for the cancellation of agrarian reform titles.

The undersecretary said policy and procedural changes have been made under the administration of President Rodrigo Roa Duterte and the leadership of Castriciones to address challenges to program implementation.

Foremost among these difficulties is the multi-layered processing of the cancellation of emancipation patents (EPs), certificates of land ownership award (CLOA), and other titles issued under the agrarian reform program.

Cancellation refers to the process of annulling, invalidating, and revoking the EPs, CLOAs, or other titles issued under any Agrarian Reform Program.

This concern has been addressed through the DAR Administrative Order No.02, series of 2018, which outlines an omnibus summary rules that streamlines the process.

“It is imperative to immediately communicate the new policies to field implementers to ensure clarity and uniformity in the implementation,” Pañgulayan said.

The National Briefing on Cancellation Guidelines and Procedures will be held in Makati Palace Hotel from until tomorrow, March 23, 2019.
