A ROAD leading to the Abala Agrarian Reform Community in Sapian, Capiz used to be rough and bumpy so that local residents couldn’t help but cracked a joke about the possibility of it triggering miscarriages among pregnant passengers. Thus, it earned the monicker: “The abortion road.”
GOING up and down the streams and springs to fetch some water is an ordeal the people in the mountains of Benguet used to face everyday until the Department of Agrarian Reform (DAR) provided a community-managed potable water supply, sanitation and hygiene (Cpwash), a low-cost technology that guarantees continuous flow of clean water in rural communities.
