DAR Scope

    The working scope of DAR covering an area of 198,214 hectares was shared by four administrations for the period of 20 years of CARP implementation from 1987 to 2009. But the degree of accomplishment of every regime would show that each of them was kept within the bounds of the scope corresponding to the number of years of their reign.

  DENR Scope and Accomplishment

    DENR-Isabela had its independent target for land distribution since 1991 at 3,000 hectares per year. These areas include alienable and disposable agricultural lands which were within their area of jurisdiction. This target was fixed and shared by five CENROs in the province including the CENRO in Palanan, Isabela.
   
    The DENR total CARP accomplishment in 15 years was 33,583.89 hectares. This includes 31,924 beneficiaries and 41,245 titles. There were no accomplishments or title issuances in 2000 & 2001.

Accomplishment

1.    Land Tenure Improvement

    The 20-year period of CARP implementation illustrates a significant contribution in the lives of our constituents particularly the ARBs. The province has distributed a total of 145,046 hectares as of December 31, 2007, representing about 73.17 percent of its workable scope, leaving a balance of more or less 53,168 hectares or 26.83 percent.

    These tracts of land are now under the owner-possession and cultivatorship of 84,944 ARBs. It is expected that about 44,307 additional farmers will be benefited as soon as the balance in scope is processed for transfer of ownership in the forthcoming years of CARP.

    a.    Cumulative LAD accomplishment

        Considering Operation Land Transfer (OLT) or PD 27 as the stepping stone of the CARP, about 20,076 hectares of rice and corn lands were distributed in a span of 15 years from 1972  up to 1987. This was equivalent to around 16 percent of the area distributed during the CARP period.

    b.    LAD Accomplishment Segregated by PAL and Non-PAL

        Land distributions categorized as private agricultural lands (PAL) and non-private agricultural lands (non-PAL) were 86,802 hectares and 58,244 hectares, respectively. Obviously, the former is higher, 43.79 percent of the 145,046 hectares accomplishment, while the latter is only 29.38 percent.

     c.    LAD Accomplishment by Mode of Acquisition

        On PAL, OLT was the highest in cumulative accomplishment at 36.01 percent out of the total cumulative percent accomplishment of 73.17 percent. Lands subjected to VOS were about 10.83 percent, VLT at 6.94 percent and CA, the lowest at 1.01 percent. Among the Non-PAL, GOL/KKK was the highest at 17.02 percent.

    This proves the facts that during the early days of CARP, land distribution in these areas were stepped up because most settlements and landed estate were already under the jurisdiction and operation of the DAR before PD 27. Some were already in operation as early as l953 like the NARRA in Echague, Isabela.

       d.    LAD Accomplishment by Types of Crops

          The total LAD accomplishment of 145,046 hectares was predominantly rice and corn areas. Both crops occupied an area of about 113,190 hectares or about 78.04 percent. The breakdown was 42.66 percent for rice and corn 35.38 percent.

        e.    LAD Accomplishment by Size of Landholdings

        The highest accomplishment was within the bracket of 5.1-24.0 hectares at 60,804 hectares out of the cumulative accomplishment of 145,046 hectares.

        Relatively the lowest at 2.69 percent was observed below five hectares, mostly on VLT or those lands offered within the retention area. About 43.12 percent of which was distributed under the preferred beneficiary scheme. Landholdings above 50 hectares had it at 23.53 percent or absolutely 46,651 hectares.

        LAD accomplishment was at its highest on the brackets of 5.01-24.0 hectares, and 50 hectares and above during the Ramos administration which combined to about 24.94 percent of the cumulative percent accomplishment of 73.17 percent.

       f.        ARBs covered in LAD and Non-LAD

        The percentage ARBs covered in LAD areas is 89.82 percent while in leasehold or non-LAD areas is 10.18 percent.This makes the total number of ARBs of the province to 94,573 individuals. However, of the total leasehold or non-LAD ARBs, 65.72 percent or 6,328 had been awarded with EP/CLOA.

        LAD ARBs were accounted at 40.23 percent and 24.74 percent during the Ramos and Aquino administration, respectively, for a combined percentage of 64.97 percent. On non-LAD, the combined percentage of the Marcos and Aquino administration of 57.31 percent had been observed.

        Noticeably, was the low actual award area per ARB which was only 1.67 hectares on the average. Not in any administration when an ARB was installed on the average above 2.0 hectare, which explain that more landless farmers had occupied small agricultural lands and had to be contented to that small farm area  they can call their own under the CARP.

        g.    Leasehold

        By the end of December 31, 2007, DAR Isabela has assisted 9,629 farmers to become leasehold ARBs involving 12,318 hectares.  This non-LAD activity was only 10.18 percent of the total LAD and Non-LAD.  his was due to the priority set forth during PD 27 and the early days of CARP for the security of tenure in contentious landholdings.

        Out of the 9,629 leasehold ARBs, 6,328 ARBs or about 65.72 percent have been issued EP/CLOA as a result of the continuing land transfer activity. These ARBs were already included in the list of ARBs as LAD ARBs.

         Other LTI Activities

        i.    Distributed but not yet documented/paid lands

        The province has a total of 5,086 hectares GFI which with EP distributed but not yet paid and 4,656 hectares of OLT land distributed but not yet documented and paid estates. This gives us a total of 9,742 hectares for documentation at the field or at the DARMOs.

        There are difficulties in dealing with this situation because of the length of time that these were not finalized into claim folders. There will be a lot of changes in the field due to selling of right, fragmentation, hence the necessity for re-survey. Backtracking of information, documents and information will also be done to fully account the claim folder documentation process in line with the policy and requirements of the LBP.

        ii.    Installation of ARBs

        As of the end of December 31, 2007, only one ARB remains to be installed. DAR has yet to receive a DARAB order for the installation. The case was filed in November 25, 2002. The case prospered because the case was a question of ownership.

       iii.    ARB Carding and ID System

        With scope of 16,239 ARBs since 2006 when the ARB carding was started, Isabela has indexed 1,937 (11.92 percent) ARB information, 1,937 (11.92 percent) ARB pictured and 747 (4.60 percent) ARB profile encoded. The balance as of the end of December 31, 2007 had it at 14,302 ARBs yet to be indexed, 14,302 for picture taking and 15,492 ARBs profile for encoding. Accomplishment has a yearly rate of 2.30 percent, the balance was about 95.40 percent.


 
Land to the tiller is the essence of land reform. Land distribution secures farmers' tenure, promotes social equity, and provides farmers a productive resource toward ensuring their economic viability and productivity.
