President Arroyo has just signed Comprehensive Agrarian Reform Program Extension with Reforms (CARPER) Bill into law extending CARP for another five (5) years with budget allocation of Php 150 Billion. Signing was conducted at Don Cesario Gymnasium at Plaridel, Bulacan on August 7, 2009 witnessed by national and local officials headed by Senate President Juan Ponce Enrile, Senator Gregorio Honasan, the principal author of the Senate version, House Speaker Prospero Nograles, DAR Secretary Nasser Pangandaman, Al Haj,. Finance Secretary Margarito Teves.
ORIENTATION ON CARPER IRR
On November 11, 2009 the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER) Implementing Rules and Regulations (IRR) which was approved and signed on October 15, 2009 was discussed by the members of Executive Committee of DAR Provincial Office– Laguna
before the 106 field implementers at SU, UPLB. Presentation was made clear using slide presentation. It was such a meaningful event having all the attendees sign which symbolized their commitment to the program.

Several ill-fated parts in Laguna especially those in bayside are still suffering nowadays from the onslaught of Typhoon Ondoy. The situation has been aggravated also by the incursion of Typhoon Santi. What a disgraceful sight it has been looking those in dire need - their ricelands/residential houses under water. DARPO Laguna under the leadership of PARO Fritzi Pantoja has initiated collecting donations for Agrarian Reform Beneficiaries (ARBs) and affected co-employees. Sourcing out of funds has been very successful. To the Royal Canin Phils. our special thanks, to DAR Central Office, Diliman, Q.C and DAREA National. Here are some of the footages of affected Agrarian Reform Communities (ARCs) and the Relief Operations conducted.
Firming-up of LAD Balance for CARPER for CY 2009-2014 was established during the workshop/conference held in Camelot Hotel, Mother Ignacia, Quezon, City on October 22-23, 2009 attended by all PAROs, PMEU Heads/Computer Programmers, CARPO for Operations and Representatives of PARCCOM. For DAR-Laguna the firmed-up LAD Balance resulted to the following where the PARCCOM Chairperson shall affix his signature.

The Turn-Over Ceremony of four (4) Hand Tractors is a big success. The City Government of Sta. Rosa, Laguna headed by Mayor Arlene Arcillas-Nazareno awarded the hand tractors last December 16, 2009 at Bombane's Farm in San Lorenzo, Malitlit. The ceremony was attended by local officials of the City Government of Sta. Rosa City, Staff of DAR Provincial Office headed by PARO Fritzi C. Pazntoja, representatives of Harvest Agribusiness, Inc., Agrarian Reform Beneficiaries, leaseholder, landowner and other sectors from the different municipalities of Laguna.
Said occasion is spearheaded by DAR Municipal Office of Sta. Rosa City in cooperation with the BARC Federation and officers of the Laguna Farmers Kabalikat sa Kabuhayan.
The hand tractors designed for rice and vegetables farms amounted to One Million Pesos. These would be of big help to reduce cost in the production of rice and vegetable and less times for land preparation.
All the effort to realize the privision of these farm machineries was made possible in continous coordination through Councilor Camaclang to the City Mayor of Sta. Rosa, with intention but to help improve the lives of the farmers.
