IN behalf of the officials and rank-and-file employees of the Department of Agrarian Reform (DAR), we express our deepest condolences to the bereaved family and heirs of former Secretary Miriam Defensor-Santiago, who joined her Creator, the Almighty God, on the 29th day of September in the year of our Lord 2016.
Though she stayed at the helm of the Department for only five months and 15 days, from July 20, 1989 to January 4, 1990, Mrs. Santiago set the tone for a no-nonsense implementation of the Comprehensive Agrarian Reform Program (DAR) borne out with her firm and pragmatic views, for which she was christened the “Dragon Lady.”
She was best remembered for her famous line: “I eat bullets for breakfast,” at a time when she was under intense pressure from landowners who were openly and stubbornly defying the implementation of CARP.
Her feisty style of leadership earned her the respect and admiration, not only of the DAR family but also of the entire Filipino people, who will surely miss the “incorruptible lady,” who could have been one the country’s best presidents.
Now, we bid goodbye to you, our dear departed Madam Secretary. May you rest in peace in the loving arms of God the Almighty.
RAFAEL “KA PAENG” MARIANO
Secretary, Department of Agrarian Reform
