Regional Director Alejandro S.Otacan said the project is under the Bottom-Up Budgeting (BUB) as part of the government’s effort to pursue a sustained and inclusive growth and at the same time, promote good governance at the local level.
Otacan said the project is funded by the DAR under the BUB at Php 1 million and Php 200,000 counterpart fund from local government unit (LGU).
He said BUB is the Grass roots Participatory Budgeting (GPB) to make the national budget a participatory process wherein the citizens themselves will identify the projects that will be beneficial for their own communities.
Otacan disclosed that the drainage project benefits 169 agrarian reform beneficiaries (ARBs) and 343 non ARBs of Barangay Mancilang and other residents of the adjacent barangays Talangan, Poblacion and Malbago in Madridejos, Cebu. This project will solve the frequent flooding problem in the area every time heavy rain occurs, Otacan added.
Present during the formal turnover and acceptance ceremony held at the Madridejos Municipal Hall were DAR Cebu Provincial Agrarian Reform Program Officer (PARPO II) Elvira B. Bation, Municipal Mayor, Hon. Jay River S. Dela Fuente, Municipal Planning Development Officer, Engr. Vevencio E. Lecaros, Barangay Captain of Mancilang, Rowena B. Tayo, Municipal Agrarian Reform Officer (MARPO) Jennette Oporto, Provincial DAR Cebu BUB Coordinator, Engr. Armand C. Gerra, and Provincial Agrarian Reform Coordinating Committee (PARCCOM) Representatives led by Rosvias Alesna. (Yuna Kintanar)
