LUBAO, Pampanga – Department of Agrarian Reform (DAR) OIC Secretary Rosalina L. Bistoyong and former President and now Pampanga Second District Representative Gloria Macapagal-Arroyo led the distribution of certificates of land ownership award (CLOAs) to 149 agrarian reform beneficiaries (ARBs) on Wednesday, November 29 in Lubao, Pampanga.
The distribution involved a total land area of 163.1058 hectares.
Alongside the distribution of CLOA was the launching of the Portable Agrarian Reform Collection System (PARCS) of the Land Bank of the Philippines (LBP).
The release of the P800,000.00 financial assistance under the Agrarian Production and Credit Program (APCP) to the Women’s Unity Multi-Purpose Cooperative (WUMPC) was also facilitated during the ceremony.
Bistoyong challenged the ARBs to make their lands productive and contribute to the continuing efforts of the administration of President Rodrigo Roa Duterte on food security.
The DAR chief assured that more farmers will receive their land titles and avail of the support programs and services of DAR.
She also lauded the officers and members of WUMPC and encouraged them to utilize fully the financial assistance to sustain the socio-economic activities of their organization.
For her part, Rep. Arroyo encouraged the ARBs to avail of the various programs and services of the government, especially of the DAR to develop further their farmlands.
She also congratulated the LBP for designing a convenient system of collecting payments from the farmers through the PARCS program.
Senior Vice President and Group Head of the Agrarian Services Group of LBP Alex A. Lorayes who also graced the distribution on Wednesday said PARCS program will bring the banking system closer to the ARBs.
DAR Undersecretary for Field Operations Karlo S. Bello also emphasized the thrust of President Duterte to distribute individual titles to the ARBs.
Bello also lauded the DAR office in Region III for their achievements.
The distribution was also attended by Director Leomides R. Villareal of the Public Assistance and Media Relations Service of DAR Central Office; Atty. Judita M. Tungol OIC Regional Director of DAR Region III; Eden B. Ponio, PARPO II of DAR Pampanga; and Rolando Santos, manager of the Lending Center of LBP in the area.
