DAR presents proposed 2019 budget at the Lower House for approval

news national 1 pix 1 august 4 2018Quezon City (August 3, 2018) -The Department of Agrarian Reform (DAR) has presented for approval the Department of Budget and Management (DBM) - recommended budget level for Fiscal Year (FY) 2019 in the amount of P8.202-billion for the implementation of the Comprehensive Agrarian Reform Program (CARP).

Agrarian Reform Secretary John R. Castriciones said that the agency made the 2019  budget proposal for DAR -CARP based on the National Expenditure Program (NEP) comprising of Personnel Services (PS)  P4.506-billion, Maintenance and Other Operating Expenses (MOOE) P3.548-billion and Capital Outlay 147.960-million.

On the other hand, DAR’s tiller’s security of tenure program has a P2.472-billion budget, tiller’s rights  and welfare P806.052-million budget,  and agrarian reform beneficiaries development and sustainability program and foreign assisted projects has  P1.939-billion under the 2019 NEP.

Castriciones said the DAR has been able to distribute 4.79 million hectares to 2.84 million agrarian reform beneficiaries from 1972 to March 2018.

“For 2019, DAR aims to distribute 41,077 hectares of land which will benefit  a total of 31,132 agrarian reform beneficiaries”, Castriciones said.

Castriciones disclosed that President Rodrigo Roa Duterte has encouraged the implementation of the second phase of the  agrarian reform program wherein the DAR prepared and submitted to the Office of the President the proposed bill for approval. “For the second phase of the agrarian reform program, we are eyeing to cover mainly reservations and lands occupied by state universities and colleges that have been left idle,” Castriciones said. 

The Department of Agrarian Reform is the lead agency tasked to implement the CARP’s major components such as land tenure improvement, program beneficiaries development and agrarian justice delivery
