15 November 2018, Naga City – The success of the second phase of agrarian reform implementation lies with the Presidential Agrarian Reform Coordinating Committee (PARCCOM). This challenge was posed by Agrarian Reform Undersecretary for Legal Affairs Atty. Luis Meinrado C. Pañgulayan to the committee’s chairpersons.
“Maging totoo kayo sa tunay na kalagayan (ng mga magsasaka), ihanda niyo ang mga plano, lalo na sa mga pagbabago sa programa. Sa PARCCOM nakasalalay ang kakalabasan ng ikalawang yugto (ng agrarian reform)”, Pañgulayan said.
The PARCCOM is the partner of the Presidential Agrarian Reform Council (PARC) at the provincial level. They are in charge of coordinating and monitoring the programs, activities and projects implemented by the implementing agencies at the field level.
If we will work hand in hand we can provide what we have to deliver for the farmers, Department of Agrarian Reform (DAR) Secretary John R. Castriciones told the PARCCOM chairpersons.
“You are the link between the Department of Agrarian Reform and the farmers.” Castriciones said. “At the end of the year, we will be able to distribute 70,000 hectares of land to the agrarian reform beneficiaries. You will be a part of it,” he added.
Castriciones also disclosed that more programs will come under the watch of the PARCCOM to enhance and uplift the lives of the agrarian reform beneficiaries.
Chairpersons of PARCCOM converged in this city for a three-day conference to apprise them on the new thrusts and policy directions of the DAR, the status of the agrarian reform program implementation and other critical developments relative to their role at the provincial level.
Participating in the conference are 75 PARCCOM chairpersons, 75 PARCCOM head secretariats, DAR officials, and representatives from Comprehensive Agrarian Reform Program-implementing agencies: Land Bank of the Philippines, Departments of Trade and Industry, Department of Labor and Employment, Department of Environment and Natural Resources, Department of Public Works and Highways, National Irrigation Administration, and Land Registration Administration.
