The MPM-RD Graduation: A Start of a New Beginning

dar web news2 pix feb. 20 2014 400Last February 20, 2014, sixty eight scholars received their diploma in Master in Public Management Major in Rural Development (MPM-RD) through a formal graduation ceremony at Chardonnay-Astoria Hotel, Pasig City. The Batch 1 participants of the program are middle management managers, program/technical staff and field personnel coming from the three rural government agencies namely Department of Agrarian Reform (DAR), Department of Agriculture (DA) and Department of Environment and Natural Resources (DENR). Secretary Proceso J. Alcala of DA, Secretay Virgilio De Los Reyes of DAR, and Secretary Ramon Paje represented by Assistant Secretary Daniel Nicer of DENR, were the commencement speakers of the event.

The two and a half-hour ceremony started with the procession of the graduates led by the Philippine Police Academy Cadets and guests from different agencies. The officials and faculty members from Ateneo De Manila University-Ateneo School of Government (ASoG), University of the Philippines-College of Social Work and Community Development (UP-CSWCD), the Xavier University-College of Agriculture (XUCA) and Development Academy of the Philippines-Graduate School of Public and Development Management (DAP-GSPDM) also joined the procession.

The graduation program was formally opened by the President of the Development Academy of the Philippines Antonio D. Kalaw Jr. who shared the MPM-RD program endeavours in ensuring that scholars acquire the relevant enterprise, political, managerial and technical skills for an Inclusive and Sustainable Rural Development.

The Senior Vice President and Dean of the Graduate School of Public and Development Management Dr. Gloria Jumamil-Mercado presented the graduates to President Kalaw who conferred the rights, privileges, and responsibilities appurtenant to the Degree of MPMRD to the successful graduates.

The event also recognized some graduates who were able to attain a 3.5 rating, the highest rating given, by their respective panels and those who got commendations for pilot testing a new model and development framework. The academy also recognized students who have significantly demonstrated distinct leadership characteristics throughout the MPMRD Program.

The National Focal Person of the DA-DAR-DENR-DILG National Convergence Initiative for Sustainable Rural Development, Dr. Oscar O. Parawan, introduced the Guests of Honor. The guests of honor gave their speeches and reminded the graduates of their responsibilities as pioneer batch of the program. Mr. Rizzel Villanueva as the batch 1 president delivered on behalf of the graduating class, their service commitment to their respective agencies and for the country.

Mr. Jonas George S. Soriano officiated the MPM Oath Taking Ceremony while Ms. Queennie Dyan C. Raagas led the Alumni Association Oath Taking.

The GSPDM who handled the MPM-RD Project through Dean Mercado, said that since it is a school for professional practitioners, the students were required to have an Action Plan and Project (APP) instead of a thesis. The APP is the final learning integration component of all the core and course programs of the MPM-RD where it will seek to apply and connect all the course learning to their respective organizations real programs and issues as regards rural development. The event ended with the turnover of the Plan and Projects of the graduates to their respective agencies which may be used and implemented by the agencies in their rural development endeavours.
