DAR-Negros holds orientation on performance management

sunstarlogoTHE Department of Agrarian Reform (DAR) in Negros Occidental- North has organized an orientation on the preparation of Strategic Performance Management System (SPMS) and Office Performance Commitment (OPC) at the Bacolod Pavillon Hotel recently.
DAR-Negros Occidental I, in a press release, said the annual activity aims to concretize the linkage of the organization’s performance with the Philippine Development Plan (PDP), agency strategic plan, and the organizational performance indicator framework.

It is also aimed at ensuring organizational effectiveness and improvement of individual employee efficiency by cascading institutional accountabilities to various levels of the organization, linking performance management with other human resource systems, and ensure adherence to the principle of performance-based tenure and incentive system.

SPMS is focused on the major final output and outcome such as the use of success indicators in measuring results and shift from performance evaluation to performance, management, the press release said.

It concentrates on utilization of emphasis on office or team performance rather than individual competition.

The system also provides ways on managing and measuring performance of offices or divisions to both chiefs and rank-and-file, which are aligned to agency mandate, output and outcome-based, team approach, and user-friendly forms.

The agency added that the development of SPMS guidelines is based on the Executive Order No. 80, series of 2012, or “the adoption of the Performance-Based Incentive System,” and Civil Service Commission Memorandum Circular No. 6, series of 2012 “establishment and implementation of the Strategic Performance Management System”.
