Civil society grups to assist DAR

visayan dailyCivil society organizations in Negros Occidental vowed to help the Department of Agrarian Reform resolve problems and issues that hinder the implementation of the Comprehensive Agrarian Reform Program.

In the consultative dialog series held recently, CSO leaders suggested that DAR-Neg. Occ. 2 could perform effectively and efficiently if the organizations would help in the resolution of problems and issues.

Among the problems identified were the installation of Agrarian Reform Beneficiaries, farmer beneficiaries' identification, survey, rampant “prenda-arriendo” or selling of rights, erroneous Notices of Coverage, and problems involving other implementing agencies.

The issues and concerns identified will be consolidated by the department and forwarded to the office of DAR Secretary Rafael Mariano to serve as one of the basis for the conduct of consultative dialog with all stakeholders in the province.

It was also agreed by the department and CSO leaders to conduct monthly dialogs at the municipal and city level, and quarterly provincial dialogs and semestral fellowship to discuss and resolve issues and as well as strengthen the partnership between the organizations and DAR.

The participating groups were Task Force Mapalad, KaisahanTungo sa Kaunlarang Kanayunan at Repormang Pansakahan, Negros Occidental Federation of Farmer's Association, Paghidaet sa Kauswagan Development Group, Partidong Manggagawa, Social Action Center, Damayan ng Manggagawa, Magsasaka at Mangingisda sa Bansa., DALO-MARA, AMA Negros, and groups of farmers from different districts.

The first batch was participated in by all groups from District 6 and was held in Cauayan, the next batch was held in La Castellana and was joined by those from District 5. The last batch held in Bacolod was attended by District 4 groups.

Provincial Agrarian Reform Program Officer II Lucrecia Taberna expressed her stand on upholding the integrity of the department in the delivery of public services to all farm workers and ARBs.

The conduct of dialogs was the result of the agreement made during the consultative meeting between DAR and the CSOs held in July.*KBC
