DAR inks contract for skills development of farmers

news reg 1 pix 1 aug 6 2017BACOLOD CITY -- The Department of Agrarian Reform (DAR), the local government units (LGUs) of Bayawan, Negros Oriental, La Castellana, Negros Occidental South, Non-Government Organizations (NGOs), State Universities and Colleges (SUC), and the agrarian reform beneficiaries organizations (ARBOs) in Negros Island Region today signed a Memorandum of Agreement as part of the DAR's partnership development program to adopt an Agrarian Reform Community (ARC) approach in the implementation of agrarian reform program in the area. 

An ARC is an integrated approach to maximize resource allocation, complementation, and mobilization for greater efficiency and impact of the program taking into consideration the limited financial and material resources of the government.

An ARC is a barangay or cluster of contiguous barangays within a municipality where majority of the agrarian reform-covered lands have been awarded to a critical mass of ARBs.  The ARC strategy applies the integrated area development approach where the ARBs and their communities are the primary focal points of development interventions.

Regional Director Stephen M. Leonidas said the DAR agreed to provide the beneficiaries development programs and projects as well as the technical assistance to the ARBOs in line with the department’s thrust and with the ARC Development Plan.

Leonidas said the DAR will monitor and evaluate the programs and projects implemented in the area and conduct periodic assessment and follow-through based on the commitments of the parties involved.

On the other hand, President and COO Edith Villanueva of Sugar Industry Foundation Inc. (SIFI), President  Dr. Romulo T. Sisno of Northern Negros State College of Science and Technology , Pryde Henry A. Teves  representing Bayawan-Local Government Unit and  Mayor Rhumyra Nicor-Mangilimutan of Las Castella, Negros Occidental South, have committed to assist the ARBOs in their organizational and management needs based on the expertise  their company can provide.news reg 1 pix 2 aug 6 2017

“As partners, the DAR, LGUs, SUCs, NGOs and ARBOs involve can also provide the ARBOs with the transfer of technology through technical and financial assistance and relevant support to further enhance their skills on agri-entrepreneurial endeavour and integral development program of the community, “ Leonidas added.

He said the ARBOs agreed to communicate openly with the partner agencies their organizational support needs for them to make the necessary assessment and interventions, initiate and institute the implementation of the program in their ARCs and give their full cooperation in the case of organizational, technical assistance and technology transfer.

Leonidas disclosed that included among the recipient ARBOs were San Rafael Agrarian Reform Cooperative, Don Esteban Agrarian Reform Cooperative, Had. Bongco AR Cooperative, Minoro Isabel ARB Ass’n, Had Canla-on ARB MPC, Cabungbungan ARB Ass,n, Mandayao-Gomez Farmworkers Ass’n, Siga-siga ARB Cooperative, Sag-ang Organic Coffee Producers Ass,n Cabungbungan Lingahob Farmers Association and Lapay Agrarian Reform Beneficiaries MPC.

Leonidas added that the recipient ARBOs of Las Castella, Negros Occidental South LGU were Minoro Isabel ARB Ass’n, Had Canla-on ARB MPC, Cabungbungan ARB Ass,n, Mandayao-Gomez Farmworkers Ass’n, Siga-siga ARB Cooperative, Sag-ang Organic Coffee Producers Ass,n Cabungbungan Lingahob Farmers Association. While the recipient ARBO of Bayawan-LGU was Lapay Agrarian Reform Beneficiaries MPC. 

He stressed that the DAR is looking forward to the successful “adopt an ARC” project and thanked the NGOs, SUCs and local officials for their active participation and support to the project.
