Frontliners Gear Up to Deliver Meaningful Land Tenure Services

newspic5A total of One Thousand Sixty Nine (1,069)  DAR personnel composed mostly of Municipal Agrarian Reform Program Officers  (MARPOs), newly appointed Chief Agrarian Reform Program Officers  (CARPOs) and Claimfolder Processors participated in the Nationwide (Regions 1-12, CAR and CARAGA) Cascading of 2014 Issuances for the whole month of April.  

Specifically intended for frontline Field Operations personnel, the activity enabled the participants to enhance their knowledge, as well as have a uniform understanding/interpretation on   the various policies, issuances and in the use of the Optool in monitoring the status of landholdings.    As actual users of these policies and tools, the participants provided concrete feedback and recommendations on how to maximize the benefits from these measures and innovations especially  in further achieving  the Land Tenure Services (LTS) targets of DAR.

Acting as resource persons and subject matter experts are central, regional and provincial officials and CARP Implementing Agency (CIA) representatives from the ROD, DENR, LRA and LBP.  Knowledge sharing of best practices was a well appreciated session in selected regions as this provided an opportunity to  identify existing and accessible processes/strategies that can be adopted to further improve and speed up the accomplishment of  specific  tasks. 


An input from the Development Academy of the Philippines on the Guiding Framework of Leadership and Management , provided the  priming up  for the activity which generated   enthusiasm among the participants. This encouraged them  to aggressively  engage, discuss, think, feel and  actively generate ideas, innovations and consensus. The use of  in-house/organically  produced  instructional and information materials from ARCDS,  also reinforced  the participants’ overall learning throughout the nationwide cascading activity.newspic1
