1. Land Tenure Improvement

The land distribution program of the national government has been  vested with the Department of Agrarian Reform (DAR) and the Department of Environment and Natural Resources (DENR). The total scope of LTI has been established at 8,065,000 hectares of which 4,294,000 hectares are under DAR and 3,771,000 under DENR.

North Nueva Ecija's LAD scope of 104,874 hectares represents  2.44 % of  DAR's national LTI scope of 4,294,000 hectares. At the time of the creation of a DARPO for North Nueva Ecija,  no listings of landholdings turned over  to support accomplishment and scope figures. Fortunately,  the separation had been opportune since at that time the CARP Scope Validation (CSV) Project had been in progress. At its conclusion in year 1995, the gross CARP area for North Nueva Ecija was placed at 116,673 hectares while the net area which excluded  deductibles was computed at 94,596 hectares. The difference consisted of deductible portions located on the landholdings identified as CARPable. Examples are areas occupied by roads, canals, LO retention, among others. Admittedly, these figures, including the listings,  have been  imprecise.  One of the reasons cited is that the LOs declared more than once their landholdings under the LISTASAKA projects.  Another is that records of municipal/city assessors were outdated. Thus, over the years, the net LAD scope of DAR North Nueva Ecija swung wildly. Finally, DAR higher management directed the implementation of an Inventory of CARP Scope (ICS) Project where all land titles available in the Registers of Deeds (RODs) were scrutinized. Titles evaluated to be CARPable were machine-copied and further assessed in the DARMOs before inclusion in the computerized database. One of the outputs of ICS are listings of LAD balances which yielded a CARP balance of  7,067  hectares as of  the beginning of year 2007.  This ICS-established balance has undergone continuous updating such that the scope as of October 2008 has been placed at 7,791 hectares, that is, considering the accomplishments from January to October as part of the balances.

2. PROGRAM BENEFICIARIES DEVELOPMENT (PBD)

The measure of agrarian reform is anchored from its equity objective of social justice - land to the tiller, and sound rural development and industrialization by mainstreaming farmers in the rural economy and transforming their into responsible and successful rural entrepreneurs to contribute to national economic growth.

Through the DAR's dynamic program beneficiaries development program, various interventions are introduced to empower farmers and become partners in catalyzing change in their community.

3. Agrarian Justice Delivery

There are two (2) salas (Branches I and II) of Provincial Agrarian Reform Adjudicators in North Nueva Ecija.  From a single DARAB office in 1990, this  increased to two (2) in 1991 until, finally, the number became four (4) in 1993. The two (2) other PARAD salas (Branches III and IV) are in DAR South Nueva  Ecija. The year 1993 marked the first time that the four (4) co-equal salas became fully operational and thus, it was only from that year that the history of the two (2) North Nueva Ecija salas can be reckoned with. This explains the data presented hereunder begun only in 1993.

Table 6 provides detailed data pertaining to cases handled and decided by the two (2) salas of PARADs in North Nueva Ecija from 1993 to 2007. On the other hand, Figures 20 to 22 present these in graphical form. Figure 20 shows that the highest number of resolved cases are during the years 1995 and 1995. At about that time (1993 to 1997) , during the incumbency of the former PARO, now Assistant Secretary Dominador B. Andres, DARAB North Nueva Ecija gradually developed into a potent force, garnering the top spots for several consecutive years in terms of volume of resolved cases, not only in the regional level but, more importantly, in the national level. This rare feat was achieved because of the PARO's dynamic leadership when he mobilized the work force from the municipal up to the provincial level to work in unison towards achieving their respective annual targets. Because of the PARO's marching orders, DAR North Nueva Ecija,  particularly its two (2) DARAB Branches, became frontliners in terms of accomplishments. From the peak years, except for year 1999, accomplishments gradually settled into a plateau. Nonetheless, Branches I and II have always been top performers, consistently included in, if not actually dominating, the annual list of awardees to the top ten (10) PARADs ever since.
