In the early years of the administration of President Corazon C. Aquino, land reform program was one of the priority programs. Comprehensive Agrarian Reform Program was passed by Congress, where more farmers were benefited when types lands subject for distribution was expanded. Distribution of land was even hastened during the time of President Fidel V. Ramos and also, farmer beneficiaries started to receive support services when Agrarian Reform Communities (ARCs) were established.
Today, the Department is proud to say that more and more farmers are enjoying improved life conditions because of CARP. The Arroyo administration is implementing CARP in consonance with its social equity agenda as foundation of development in the rural areas.
In the province of Pangasinan, land distribution and acquisition is about to be concluded. This means that the department will be focusing its attention in delivering support services to the farmer beneficiaries not only within the ARCs but even outside the ARCs. Delivery of agrarian justice will have to be intensified likewise, as agrarian dispute continues to proliferate.
In conceptualizing the CARP@20 project, the Department will be able to let the public know how far the land reform program has gone and how far will it still go. The data contained in this project are all product of combined efforts of all employees called upon to complete the project.
CARP is an imperative program as more famers need government interventions through CARP.

MESSAGE
Land Distribution under the land reform program has started since the administration of the late President Ramon Magsaysay. It went on until the administration of the late President Diosdado Macapagal who was considered as father of agrarian reform. The program was continued by the late President Ferdinand E. Marcos by issuing Presidential Decree No. 27.
