Planning Service launched its own website, www.dar.gov.ph/planning-service, during the Department’s June 8, 2009 Flag Raising Ceremony held at the DAR Multi-Purpose Gym. Undersecretary Gerundio G. Madueno of Policy, Planning and External Affairs Office (PPEAO) and Atty. Jim G. Coleto, Head Executive Assistant, executed the first website hits which signaled the official launch of the PS website. Usec. Madueno and HEA Coleto were assisted by the Planning Service Director, Dir. Letecia N. Damole.











The establishment of PS’ Official Website linked to and hosted by the DAR’s Official Website ( www.dar.gov.ph) is among the initial steps undertaken by Planning Service to enhance and upscale knowledge management and information sharing processes within the department. Likewise, it is aimed at upscaling CARP advocacy through establishment of better information dissemination facilities.

The setting up of the website was realized through partnership with the DAR Web Team and the Management Information Service.

Gearing Up for 2010:
DAR Indicative Planning Conference for FY 2010

The call has been made to initiate the budget cycle for 2010. The call was made in form of the National Budget Memorandum No. 103 issued by the Department of Budget Management (DBM) last May 8, 2009. The issuance, also known as the FY National Budget Call, prescribes the policy guidelines and procedures in the preparation of the FY 2010 Budget Proposals of all national government agencies, state universities and colleges, and other instrumentalities of the National Government.

In response to the Budget Call, the Planning Service (PS) and the Finance Management Service (FiMaS) jointly managed the conduct of the two-day National Indicative Planning and Budgeting Conference for FY 2010 last May 25-26 at the Ruperto’s Inland Resort in Binalonan, Pangasinan. The joint activity was participated by key officials and personnel from DAR Regional Offices, specifically, the Regional Directors, Assistant Regional Directors for Admin (ARDAs) , Regional CARPOs for Planning, and Regional Budget Officers. The resource persons came from the sectoral program management offices at the central office, such as the Field Operations Office (FOO), Support Services Office (SSO), Legal Affairs Office (LAO), DAR Adjudication Board (DARAB), Finance Management and Admin Office (FMAO), and Policy, Planning and External Affairs Office (PPEAO). 

The field participants were briefed on the Department’s program thrusts and priorities for 2010 and on the CARP strategic directions covering the proposed extension period. They were also oriented in the general and specific guidelines in formulating the indicative and budge proposal for FY 2010. The conference was also highlighted by the conduct of regional workshops aimed at coming up with their respective OPIF/MFO1 indicative targets and corresponding proposed variable MOOE2 budget. 

The activity is expected to facilitate the preparation and submission of the FY 2010 Agency Indicative Targets and Budget Proposal to DBM. Our agency budget proposal shall form part of the President’s Budget for 2010, otherwise known as the government’s National Expenditure Program (NEP) for FY 2010, which shall then be submitted to Congress for review and budget deliberation before it is enacted into the General Appropriations Act of 2010.
Planning Service Staff Trained on Web Page Development

Planning Service (PS) taps the DAR Web Team in building the service's technical capabilities on web page development.

Six PS staff, namely: Ma. Luisa E. Santos, Gina V. Velarde, Ma. Victoria C. Sevillano, Eduardo Beltejar, Lariel Santos, and Ma. Rhea Telles, attended a 5-day hands-on training on Web Page Development conducted by the very able trainors from the DAR Web Team composed of CARPO James Arsenio O. Ponce, Leo Wishly C. Sapunto, Marco Antonio M. Magbulay, Joerizal D. Maglunog and Cathy Garingan. The training was held at the DAR Web Operations Center housed at the Special Concerns Staff Office, DAR Central Office on May 4 - 8, 2009.

The training included both lecture and hands-on exercises on the basic concepts of webpage designing, web page development using
the WebPage Maker Software, conversion of files into pdf format using Click to Convert 6.0 Software, and manipulating picture files using Arcsoft software. Capping this training course is the publishing of the Planning Service’s own WebSite: www.dar.gov.ph/planning-service in the world wide web on June 8, 2009.
