On-going Foreign-Assited Projects (as of March 31, 2007)
- Agrarian Reform Communities Project (ARCP - ADB) - The project hopes to improve the quality of life of ARB households in al least 140 ARCs natiowide by providing basic infrastructure and development support services towards increasing agricultural productivity and household income.
- Agrarian Reform Infrastructure Support Project Phase II (ARISP II - JBIC) - The project involves a tripartite approach, a collaboration among the implementing agencies, in the provision/construction or rehabilitation of rural infrastructure such as irrigation facilities, farm-to-market roads and post-harvest facilities, and development of farmers' organizations in the ARCs through appropriate training/programs.
- Second Agrarian Reform Communities Development Project (ARCDP 2 - WB) - The project aims to continue the momentum achieved by ARCDP I in program beneficiaries development and support delivery directed at increasing farmers' income and providing further oppurtunities for sustainable growth and poverty reduction. ARCDP II also promotes the expanded role and capacities of local institutions, partucularly LGUs, in managing and sustaining local rural developpment initiatives and programs.
- Community-Managed Agrarian Reform and Poverty Reduction Project (CMARPRP) - The project promotes the strategy for effecting land transfer to agrarian reform beneficiaries based on farmer-landowner negotiations (VLT/DPS) and community-state partnership in the planning, provision and management of productive investments and critical support services.
- Mindanao Sustainable Settlement Area Development Project (MINSSAD - JBIC) - The project calls for the development of initially 8 settlement areas in Mindanao in collaboration with other government agencies, non-government organizations and peoples' organizations. It alleviate poverty, institute agrarian change, spur economic growth in the settlement areas and ensure viable and sustainable development in the settlements.
- Nothern Mindanao Community Initiatives and Natural Resource Management Project (NMCIREMP - IFAD) - The project aims to reduce poverty for targeted household, indigenous peoples, coastal and lake fishermen and agrarian reform beneficiaries in Regions 10 and 13 through the establishment of community institutions at the settlement level and develop their capability to under take development activities with the provision of infrastructure facilities, conduct of training and capabilty building process, provision of equity to self-help groups through microlending, provision of social support services and improvement of quality and coverage of agricultural extension services through training programs to extension workers and LGUs.
- Western Mindanao Community Initiatives Project (WMCIP - IFAD) - The project objectives are: increased subsistence, cash crop and fishery production of about 16,000 farm and fishing households in the project areas and hence higher incomes, better standards of living and greater resilience of livelihoods in Region 9.
- Support Project for the Indigenous Communities and MNLF in the Zone of Peace within Agrarian Reform Communities (SPICCinZPARC - IFAD) - In support to the Western Mindanao Community Initiatives Project (WMCIP), IFAD has extended a special grant to support government's efforts in attaining peace in the SZOPAD areas in order to pave the way to the reintegration of MNLF ex-combatants into the mainstream of society and to alleviate the poverty incidence in the area.
- Solar Power Technology Support to Agrarian Reform Communities (SPOTS II) - The project is an integrated agricultural development support project designed to complement existing government assistance to marginalized farmer beneficiaries in Mindanao by providing the enabling technology that will provide better access to health care facilities, education, governance and safety and aid in the augmentation of incomes of ARCs.
- Support to Agrarian Reform Communities in Central Mindanao (STARCM - EU) - STARCM is a 7-year project geared to contribute to the alleviation of rural poverty and economic disparities in the four provinces of Central Mindanao. It aims to augment the efforts of other government agencies and programs of the government to achieve lasting improvements in the self-reliance, living standards and quality of life of households actively farming in the selected ARCs.
- Development and Testing of Innovative Approaches for Mainstreaming Indigenous Peoples in Selected Agrarian Reform Communities (WB - Japan Social Development Fund - Government of Japan) - The project aims to develop and test innovative approaches for mainstreaming Indigenous People (Ips) into the ARCDP II project activities to maximize their benefits. In addition, it aims to improve the technical capacity of project personnel and the NCIP in developing and operationalizing methodologies that take into account IP beneficiary needs in the context of integrated community development.
- JICA In-Country Training Program - The project aims to provide training assistance to alleviate poverty, institute the agrarian reform and spurr economic growth in the GOJ assisted ARCs in terms of productivity and income increases thus improving the living standard of farmer beneficiaries. It also aims to increase farm production and agricultural productivity through the provision of basic socio-economic infrastructures to strengthen the farmer-organizations toward becoming the viable economic arm of farmer beneficiaries for the sustainable operation and efficient management of the facilities and agri-business in the ARCs.
- Program Support to Asset Reform Implementation (PSARI - UNDP) - This project is a support funded by the UNDP under its Empowerment of the Poor Portfolio. Its main objective is in line with the UNDAF priorities and aims at the empowerment of the poorest and most vulnerable by promoting and protecting their rights, and creating an enabling environment to realize their full participation. As such, it works to attain Millenium Development Goal which is to eradicate extreme poverty and hunger, and UNDAF outcome which is to increase incomes of specific poor and vulnerable groups. It envisions the establishment of micro-macro links that harmonize national policies and programmes with the needs and rights of the poor. Specific strategies include capacity building, strengthening of institutional mechanisms, asset reform and effective asset utilization, increasing access to productive resources, and social protection for poor and vulnerable groups.
- Integrated Programme for the Empowerment of Indigenous Peoples and Sustainable Development of Ancestral Domains (IP-EIPSDAD - UNDP) - The project aimed at contributing to the following outcomes: (a) improved tenurial security fore Indigenoue People (IP) communities; (b) increase capacity for IP communities for self governance and management of their resources; (c) improved and more sustainable utilization of resources in ancestral domain areas; and (d) improved quality of IP communities based on the indicators of their development.
- Japan-PHRD for TA (Grant) for National Program Support to Agrarian Reform (NPSAR)(WB/Government of Japan) - The TA grant is aimed at the preparation of a project/program in support of the implementation of the Comprehensive Agrarian Reform Program.
- RP-German Cooperation to Support Agrarian Reform and Rural Development Project Phase II (GTZ) - The project provides support to the operationalization of the convergence approach for sustainable rural development.
- Philippine-Israel Center for Agricultural Training Project - The project is aimed to strengthen the cooperation between the Center for International Cooperation (MASHAV) of the Ministry of Foreign Affairs of the Statew of Israel and the DAR of the Government of the Philippines and enhancing the relations between the two governments.
- Italian Agrarian Reform Community Development Support Project (Italian ARCSDP-Government of Italy) - The project primarily involves the establishment of three (3) Farmers Support Centers one (1) each in Malabang, lanao del Sur, Malungon, saranggani and Datu Montawal, maguindanao. The project will involve the acquisition and distribution of agricultural equipment to agrarian reform communities in Saranggani and non-agrarian reform communities in the province of Lanao del Sur and Maguindanao. These FSCs will provide the necessary services and support to the agrarian reform communities in their pre and post farming operations.
