DAR-La Union conducts program assessment

WEB REG01 01The Department of Agrarian Reform in La Union recently conducted a program assessment meeting to resolve issues and concerns arising from the program and projects of the department.

Provincial Agrarian Reform Officer Atty. Raul C. Laluan, recently sat down with the members of the Provincial CARP Implementing Team (PCIT) and the Provincial Agrarian Reform Coordinating Committee (PARCCOM) and discussed the provision of common service facilities, land acquisition and distribution, and documentation of land titles, among others.

“We often conduct assessment meetings in a year to clear any obstacles that are stalling the delivery of programs and projects of the department. These meetings also help in strengthening our working relationship with our stakeholders,” said Laluan.

Present during the meeting were Provincial Environment and Natural Resources Officer (PENRO), Registrar of Deeds (ROD), Provincial Assessor, Land Bank of the Philippines (LBP), Office of the Provincial Agriculturist (OPAG), PARCCOM Sector Representatives (PSRs) and Division Chiefs of the DAR Provincial Office.

WEB RE01 02During the assessment, Laluan gave emphasis on the importance of program synchronization with partner agencies especially with the OPAG on the delivery of Common Service Facilities (CSFs) to Agrarian Reform Beneficiary Organizations (ARBOs).

He also encouraged the stakeholders to discuss their CARP related activities and other on-going projects for possible linkages and tie-ups.

Laluan required the Technical Assistance Support Services (TASS) and the Land Tenure
Services (LTS) to present their activities where issues and concerns arise to be properly addressed by concerned agencies.

Much of the queries were thrown to the ROD on the reconstitution and re-documentation of Mother CLOAs (Certificate of Land Ownership Awards), DENR on survey and issuances of maps, DA/OPAG on trainings and seminars conducted for farmers as well as provision of common service facilities and to the Provincial Assessor on the generation of Tax Declarations for awarded CLOAs.

“The PARCCOM with their role as implementing arm of DAR gave their observations in their respective sectors. Their inputs were noted by the agencies present and assured that these will be looked into and discussed at their end to improve the delivery of service,” Laluan said. (Nemia Tatunay)
