The Department of Agrarian Reform (DAR) in Cagayan Valley headed by Regional Director Atty. Marjorie P. Ayson recently welcomed the new Undersecretary for Legal Affairs, Atty. Luis Meinard C. Pañgulayan, during the Indicative Planning and Budget Workshop in Tuguegarao City.
Pañgulayan also holds in concurrent capacity the vice chairmanship of the DAR Adjudication Board (DARAB). He is also the alternate board member of the Land Bank of the Philippines by virtue of the Department Special Order No. 42, series of 2015 issued on February 2, 2015.
With him during the workshop were DARAB Executive Director Atty. Roland C. Manalaysay, and Bureau of Agrarian Legal Assistance (BALA) Asst. Director Atty. Robert Yu.
Pañgulayan said he is inclined to build a more realistic and achievable set of targets, which means that the targets for the region will now be based on the trends reflected by the figures in the past three years.
The Department has also set a new operational thrusts in the AJD sector to establish direct linkage between the DARAB and Land Tenure Services (LTS) focusing on Land Acquisition and Distribution (LAD)-related cases.
Accordingly, the legal group introduced new general and specific guidelines for the budget preparation of the BALA and DARAB sectors. They also presented improved templates that feature higher cost parameters for AJD activities. (Danielicah S. Cruz)
