DAR continues to strengthen partnership with civil society orgs

news reg 2 pix 1 sept. 5 2016The Department of Agrarian Reform and civil society organizations (CSOs) continue to strengthen their partnership through lectures and consultative dialogues with farmer beneficiaries in Cagayan. 

In the last dialogue held recently, Municipal Agrarian Reform Program Officer Claudio Rivera of Roxas, Isabela, delivered a lecture on the role of Barangay Agrarian Reform Committee (BARC) in resolving agrarian issues and the possible participation of farmers in BARC and policy development. DAR Regional Director Atty. Marjorie P. Ayson assured the farmers of the BARC strengthening and restructuring this year.

Regional Agrarian Reform Adjudicator Atty. Annabelle Oandasan, exhaustively discussed the rights and obligations of tenants and landowners and the role of the DARAB in resolving disputes arising out of tenancy relationship. Provincial Agrarian Reform Adjudicator Atty. Elizabeth Binag of Quirino lectured on the procedural flow of cases filed in DARAB. She encouraged farmers to go to DAR for proper counseling.

Regional Chief of the Legal Division Atty. Journalyn Bumagat-Sarmiento enlightened the participants of the various Agrarian Legal Services (ALS) being rendered to agrarian beneficiaries. She guaranteed the participants that all services, including judicial and quasi-judicial representation, require no legal fees. 

Anakpawis Regional Coordinator Isabelo Adviento, expressed his gratitude to the Department for helping the farmers recognize the possible courses of action they can take with their land problems. 

Atty. Ayson urged the farmer beneficiaries and members of the Anakpawis and other CSOs to maintain open communication with DAR in order to solve pressing land problems within Cagayan. 

“Basta itultuloy yo lang nga mamati, ken makipagpartisipar iti konsultasyon. Tulungan da kami nga resolbahan iti problema niu. (Just continue trusting us, continue participating in consultations. Help us to solve your problems),” Ayson said.news reg 2 pix 2 sept. 5 2016

The activity was held on July 20-23, 2016 in Villa Blanca Hotel, Tuguegarao City. It was attended by representatives of Anakpawis, Bagong Alyansang Makabayan (BAYAN), Karapatan- Cagayan Valley and over sixty (60) farmers from different municipalities in Cagayan. (Delva Rose M. Ligwang)
