DAR chief awards land titles to Cagayan Valley farmers

news reg 1 pix 1 dec. 20 2016CABAGAN, Isabela (Dec. 20, 2016)—1,892 agrarian reform Beneficiaries (ARBs) were jumping for joy as Agrarian Reform Secretary Rafael Mariano distributed certificates of land ownership awards (CLOAs) to them.

Together with Regional Director Atty. Marjorie Ayson, Mariano led the distribution of CLOAs covering more than 5,000 hectares of agricultural lands located in Quirino, Nueva Vizcaya, Isabela and Cagayan.

“My wife and I shed tears of joy when we received the CLOA. We no longer need to worry about paying rent for the use of the land. Most of all there’s no more fear of being ejected as tenants,” said Farmer Rosario K. Camma of Matmad, Nagtipunan, Quirino. 

Mariano is in Cagayan Valley for the department’s CLOA Distribution Caravan.

“The CLOAs are just the first step towards more support from the government. The department has completed infrastructure projects for our ARBs here,” Mariano said.

According to DAR Regional Director Marjorie Ayson, the department has also lined up livelihood projects and programs worth P400,000 for the farmers of Region 2.

“There is no letting up in pursuing our mandate of distributing farmlands and providing support services to the farmer-beneficiaries to improve their quality of life,” said Ayson.

At the CLOA caravan, Mariano turned over eight concreted tire paths located in eight barangays of Kayapa, Nueva Vizcaya. He said the tire paths worth P8.1 million was implemented under the grassroots participatory budgeting (GBP) projects of DAR.

“With a total length of 5,967 meters, these tire paths would service more than 15,000 farmers residing in these barangays,” said Mariano.

Also turned over were four potable water supply facilities located in San Marcos and Mangandingay in Cabarroguis and one each in Sta. Fe, Nueva Vizcaya and San Marcos, Isabela.news reg 1 pix 2 dec. 20 2016

Mariano said these community-managed potable water supply, sanitation and hygiene (CPWASH) projects were implemented to provide potable water to more than 800 farm-families.

After the CLOA distribution, a farmers’ forum was conducted where the Secretary explained his thrusts and policy directions to the farmers. He also oriented them on the salient points of the genuine agrarian reform program.

The CLOA Distribution Caravan is a two-day event that gathered more than 1,000 ARBs in Cagayan Valley to receive their long-awaited land titles and where the DAR turned over infrastructure projects to the local government.

The CLOA Distribution Caravan was conducted on Dec. 20 in Capitol Hills Gymnasium in Cabarroguis, Quirino and on Dec. 21 in Lighthouse Auditorium in Tuguegarao.
