The Department of Agrarian Reform (DAR) with the assistance of the Philippine National Police and the Armed Forces of the Philippines successfully re-installed on July 2, 2015 the Agrarian Reform Beneficiaries (ARBs) who had to leave their landholdings in the Municipality of San Francisco in the Province of Quezon due to intimidation by the former landowners.
All illegal structures primarily consisting of concrete and steel barriers set up by the former landowners to obstruct the re-installation of the ARBs were also demolished.
The PNP arrested several persons identified with the former landowners who have been criminally charged for obstruction of the installation activities. The obstruction of ARB installation is a punishable crime under the Comprehensive Agrarian Reform Law ( RA 6658.)
A PNP-AFP Detachment and a DAR-led Inter- Agency Center were set up within the landholdings to ensure that there is peace and order in the affected areas and the support services for the ARBs would continue after they have been installed.
Aside from DAR, the Inter-Agency Center is consisting of representatives from the Department of Justice, the Public Attorney Office, the Commission on Human Rights, the Department of Social Work and Community Development and the Municipal Government of San Francisco.
The DSWD provided 1,200 food packs for the families displaced by the obstruction activities. The Department of Agriculture provided the ARBs with 400 kilos of corn seed, 50 kilos of peanut seeds and 2000 pieces of coffee seedlings. Farm implements were also given to the ARBs by the DA.
The Department started last May 15, 2015 the initial phase of installing qualified ARBs in landholdings in Barangay Don Juan Vercelos and Barangay Butanguiad of the Municipality of San Francisco in the Province of Quezon.
A total of 1,715.98 hectares have been covered under the Comprehensive Agrarian Reform Program ( CARP) starting in the year 2004 in agricultural lands formerly owned by the members of the Matias Family in the Bondoc Peninsula. At present, Certificates of Land Ownership Award (CLOAs) have already been issued. The other landholdings are now in the name of the Republic of the Philippines (RP Titles).
The installed ARBs upon installation have started setting up their dwelling units in the areas. Initial harvest activities started as soon as the farmers were made to occupy their lands.
