DAR conducts workshop on policy formulation for ARB selection

news reg pix 1 june 14 2016The Department of Agrarian Reform (DAR) conducted a three-day seminar-workshop to formulate policy guidelines for the selection and screening of Agrarian Reform Beneficiaries (ARBs) in Hacienda Banilad, Nasugbu, Batangas on May 25 to 27, 2016.

Provincial Agrarian Reform Program Officer James Arcenio Ponce said the objective of the workshop is to come up with guidelines that shall be used in drawing up an initial preliminary list of ARBs in Hda. Banilad after the ground validation on the hacienda has been completed by the DAR- Batangas validation team.

“From this workshop, we have put together operational guidelines and formulated recommendations on how to select ARBs based on the findings of the ground validation. We also determined the data requirements for presentation to BSC and develop processes in the resolution of cases for the final list of ARBs,” added Ponce.

Chief Agrarian Reform Provincial Officer Ma. Gemma Esguerra divided the workshop participants into four groups and discussed the expected output of each workshop.

“The first workshop focused on the assessment of the documentary requirements submitted by the ARBs and the preparation of a formal letter that will serve as a final notice to the ARBs who didn’t respond to the invitation to submit documentary requirements. The second workshop dealt with the selection and screening of ARBs in tenanted areas,” Esguerra said.news reg pix 2 june 14 2016

According to Esguerra, the output of each workshop showed the possible scenarios of the ARBs and the applicable Administrative Orders (AOs) supporting the qualification and disqualification of the ARBs. The same workshop was given in the third group but their main focus was on the selection and screening of ARBs for the plantation areas. The data needed for presentation to the BSC for the qualification and disqualification of the ARBs were enumerated. The last workshop was focused on the resolution of the protest on inclusion and exclusion of the ARBs.

Each group presented their output to Regional Director Rodolfo Pangilinan. He asked several questions to the presenters on the output of the workshop. He also asked them to suggest possible actions and recommendations for the policies and guidelines in the selection and screening process of ARBs.

Also discussed during the three-day workshop were updates on the ground validation in Hda. Banilad, and the current situation on the ground validation of Hda. Kaylaway and Hda. Palico.

Provincial Agrarian Reform Program Officer Merle Manalo said “the results of the ground validation showed us the issues and concerns that we need to address. It also presented to us the potential scenarios that would require actions plans that are based on applicable issuances or guidelines.”

news reg pix 3 june 14 2016Pangilinan praised the DAR-Batangas validation team for a well-collected and well-assessed data on both tenanted and plantation areas. The data gathered will be used as basis for the qualification and disqualification of ARBs. Likewise, it will also be used as basis for the inclusion and exclusion and the possible supporting documents for the assessment of ARBS.

“I would like to commend DAR Batangas for conducting this workshop. Now we know what is going on in Hda. Banilad. Because of your resourcefulness, we now have the data and the supporting documents to formulate guidelines for the screening and selection of our ARBs,” Pangilinan said. (Jasper Christian Maralit)
