The provincial office of the Department of Agrarian Reform (DAR) in Batangas recently conducted a knowledge exchange and learning expedition in some of the agrarian reform communities (ARCs) in Camarines Sur II and Albay to improve the Provincial Agrarian Reform Coordinating Committee’s (PARCCOM) knowledge, skills and capabilities in performing their functions in monitoring and coordinating the implementation of Comprehensive Agrarian Reform Program (CARP) in Batangas.
Provincial Agrarian Reform Program Officer James Arsenio Ponce said the objective of the learning expedition “is to exchange knowledge, share ideas and experiences with PARCCOMs and ARCs in Camarines Sur and Albay because they have commonalities with Batangas in terms of crops, farming systems, existing projects, and issues and concerns of farmers on land tenure services.”
The PARCCOMs of Batangas and Camarines Sur II exchanged information on PARCCOM operations. Mr Efren Arroyo of PARCCOM Cam Sur II shared that they are hands-on in helping the DARPO with their activities in land acquisition. They also monitor land conversion and raised concerns on land reclassification.
The PARCCOM-Batangas visited Cararayan Agrarian Reform Beneficiary Empowered Community Organization (CARBEMCO) in Naga City and the Guinaban Multi-Purpose Cooperative (GMPC) in Guinaban, Albay.
“It was an enriching trip. We raised questions and experiences were shared to us,” Ponce said.
At the learning expedition, Ponce said the PARCCOM-Batangas observed how the CARBEMCO farmers tend to their greenhouse to produce organic vegetables. In Guinaban, they learned how the GMPC farmers practice the 60:40 rule in producing sugarcane.
“We would like to extend our deepest gratitude to CARBEMCO and Guinaban MPC for welcoming us and for sharing their insights on sugarcane block farm project and organic vegetable farming. The knowledge that we have collected from their stories and experiences will be a good guide for us in implementing our projects in Batangas,” Ponce said. (JC Maralit)
