Rehabilitation of Hingaroy Communal Irrigation System (CIS) to service 750 hectares of rice fields

The Agrarian Reform Community Project (ARCP) II National Project Coordination Office (NPCO) has recently issued the Notice of Advance Procurement short of Award (NAPA) for the Rehabilitation of the 750-hectare Hingaroy Communal Irrigation System. The projects costs amounts to P 58,652,403.35 and is located at the boundary of the municipalities of Sangay and Tigaon, Camarines Sur.
 
The much awaited irrigation sub-project will cover 500 hectares and 250 hectares from the Sangay and Tigaon sides respectively. Total Project Cost (TPC) for Sangay side is P 38.965 million wherein P 23.379 million will be the LGU Equity. On the other hand, the TPC for the Tigaon side is P 19.686 million wherein P 11.812 million will be the LGU Equity. The National Government Assistance to Local Government Unit (NGALGU) will shoulder 25% of the TPC, thus automatically easing the LGU counterparts.
 
The area covered by the irrigation sub-project is located at ARC Tinorongan, Sangay, and ARC Tinawagan, Tigaon, which has a combined population of 17,787 and 3,557 households. There are 400 farmer-beneficiaries who will benefit from this irrigation sub-project.
 
They are organized into the Sangay Hingaroy Irrigators Association and is assisted by the DAR in formulating the Policy, System, and Procedures (PSP) for a smooth management and orderly operation of the irrigation system.
 
At present, farmers in the non-irrigated farms harvest 60 cavans of palay per hectare whereas farms with pump irrigation harvest 80-90 cavans per hectare per cropping. With the advent of the Hingaroy CIS, production yield in the covered areas is expected to be 120 to 140 cavans of palay per cropping at 2 or 2.5 cropping per year.
