DAR validates agri lands for distribution to farmers in Camsur

news reg 2 pix 1 march 13 2017NAGA CITY—The Department of Agrarian Reform (DAR) Undersecretary for Field Operations Marcos D. Risonar, Jr. recently visited the Bicol region to validate the current status of land acquisition and distribution (LAD) targets of Camarines Sur 1 and 2 where a big bulk of lands are set to be distributed this year.

The DAR conducted a dialogue with Camarines Sur 1 and 2 LAD personnel last February 27, 2017 at Hotel Villa Caceres where Risonar instructed them to review and validate the status of each claim folder to aid in the cleansing process of landholdings. 

Risonar said a task force, headed by the Bureau of Land Tenure Improvement (BLTI), was formed to look into the transformability of problematic landholdings of each DAR field offices. 

As an Undersecretary for just less than a year, Risonar recognizes the employees’ contributions in delivering agrarian reform to landless farmers. “I am inspired by what you’ve done,” he acknowledged. He urged the employees to ‘work out of the box’ and to adapt with the system changes and dynamic processes of implementing agrarian reform program in adherence with the core values of the department.  

“In doing your work, always remember to be transparent, fair and equal in all respects. As public servants we should be united and honest in performing our duties,” Risonar said.news reg 2 pix 2 march 13 2017

Risonar also initiated a dialogue with the Municipal Agrarian Reform Program Officers (Marpos) and technical staff who raised several problems in LAD process which, according to them, caused unintended delays in the implementation of the program. In response, BLTI Asst. Director Joey Sumatra stated that several issuances and memoranda would be released to expedite the resolution of the LAD problems.  Likewise, the Marpos were encouraged to accomplish respective targets, and to know by heart every landholding they work on; and to prioritize new lands.

DAR Regional Director Rudy Pangilinan on the other hand, emphasized in his message that a full cooperation of personnel is needed in addressing issues in the completion of documentation of workable landholdings. He said plans for the next year should be ready as early as this semester for “appropriate actions would be of great aid to farmer beneficiaries.”    

news reg 2 pix 3 march 13 2017Risonar also had an interaction with Camarines Sur Registrar of Deeds (ROD) Victoriano D. Caubang who affirmed support in fast-tracking the RP titles and CLOA/EP registration through a new computer system that the ROD has set up. 

“Through this new system, we can hasten the detailed encoding of all data entries in the land titles particularly the lot’s technical descriptions which should be accurate or precise,” said Caubang. 

Caubang said all requests of the DAR for RP titles and registration of CLOAs or EPs will now be processed in their level without the need for the requests to be transmitted or uploaded to the Land Registration Authority. The encoding and verification would be done at the ROD using the computer system. 

“Uploading of transactions will be done later after the CLOA or EP has been registered and approved. This will shorten the process, thus will result to a faster registration and approval of land titles in my level,” he added. (MTVGeneral & Leah Ann B. Reyta)
