Certificates of Landownership Award (CLOA) for the 170 hectare land was awarded to 81 ARB-landowners in Camarines Norte last July 9, 2013 in Barangay Mat-I, Vinzons, Camarines Norte. The distribution of CLOA was one of the highlights during the groundbreaking ceremony of the Camarines Norte Agri-Pinoy Trading Center, spearheaded by Governor Egay Tallado.
DAR-FOO Undersecretary Jose Z. Grageda led the distribution of the CLOA together with DAR V Regional Director Maria Celestina Tam, PARO Leo Gaveria and ARCP 2 NPCO Deputy Director Herman Ongkiko.
In his message, USEC Grageda said that awarding of CLOAs to ARBs is a timely endeavor of DAR Camarines Norte considering the construction of a multi-million state of the art Trading Center, Farm School and Agrarian Information Center in Vinzons, Camarines Norte. The full-swing implementation of rural and social infrastructure support projects is part of the ARCP 2 which will primarily benefit the ARB’s. With the new facilities, farmers’ products can compete with the demands of the market and they can even command better price for their products.
Also, portion of the CLOAs distributed are individual CLOAs whose subdivision expense was funded through the ARCP 2 under its AED-LTI component. Mr. Herman Z. Ongkiko confirmed that the province of Camarines Norte is the first province among the recipients of ARCP 2 nationwide to have approved and distributed individual CLOAs to ARBs. The possession and ownership of the land coupled with various support services is indeed a complete package of support to ARBs that will pave the way to the full utilization of lands and sustainable development in Agrarian Reform Communities.
