The groundbreaking ceremony for the Small Water Impounding Project (SWIP) under the Agrarian Reform Communities Project Phase II (ARCP2) was held in Bulan ARC Cluster in Brgy. A. Bonifacio in Bulan, Sorsogon. The ceremony was conducted last November 28, 2013 by the Department of Agrarian Reform and the Municipal Government of Bulan.
“This is what you’ve been waiting for. Finally the construction of Small Water Impounding Project will start very soon. You’re very fortunate because other barangays also need the same project, but it’s you who were chosen to be a recipient of ARCP II,” said Hon. Marnellie B. Robles, Municipal Mayor of Bulan, to her constituents during the occasion.
Both the outgoing and incoming Barangay Chairperson of A. Bonifacio, Samuel G. Geremias and Ruel Desabille, respectively shared a valuable message to the community. They reminded the community to value the project because it is a rare opportunity. Felix E. Fruto, OIC PARPO II and ARCP2 Provincial Project Manager in Sorsogon was also present during the event.The project will be turned-over later to A. Bonifacio Farmer-Irrigators’ Association (ABFIA). According to Lucia S. Vitug, ARCP II Assistant Project Manager, there are 421 farmers that will benefit from the project.
In consort to this Rural Infrastructure Sub-Project, an Agri-Enterprise Development Project had been drafted and submitted to ARCP2/NPCO. The project is viewed as a powerful tool in alleviating poverty and providing opportunities for self-employment among ARBs thus improving their living condition. Highlighted in the drafted project proposal is the development of the area as Agro-Tourism which stem from the launching of the Bariis Lake and Japanese Cave Tunnel as it is adjacent to Barangay Sta. Remedios.
