DAR to intensify creation of SROs

visayan dailyThe Department of Agrarian Reform will intensify its Self-Reliant Organizations for the Comprehensive Agrarian Reform Program to help the Agrarian Reform Beneficiaries in southern Negros Occidental, Rizza Alojado, of DAR-South said yesterday.

Alojado said SROs-CARP is a special project to promote continuing employment and improve productivity and income, and rural enterprise development among selected ARB organizations.

The project has been implemented by the Bureau of Rural Workers since the inception of the CARP in 1989 under the Republic Act 6657, and the DOLE, under Section 41 of the law, is identified as a member of the Presidential Agrarian Reform Council.

In this project, ARBs are assisted to develop their competencies and organizational strengths through Capacity Building and Strengthening of ARB-Cooperatives; Sustainable Agribusiness Development and Management; Entrepreneurship and Rural Enterprise Development; ARC Alliance and Partnership Building and Gender, Local Governance and Social Protection and Welfare Advocacies.

In Negros Occidental, the team composed of representatives form National Economic development Authority, Department of Trade and Industry, Bureau of Agrarian Reform Beneficiaries Development, Cooperative Development Authority, Department of Labor and Employment and the Presidential Agrarian Reform Council recently conducted an assessment of the implementation of the SROs-CARP projects of ARB cooperatives in Brgy. NATO in La Castellana and Brgy. Bagaas in Hinigaran.

Alojado said the valuators noted that there is a need to improve the cooperative's financial system.

She said membership in ARB Planters Association participation to the block farming program with DAR and Sugar Regulatory Administration, will develop shared leadership, shifting of their association to a cooperative to enjoy the benefits and privileges of a cooperative, Project Management improvement was also recommended.

During his visit to Negros Occidental last week, DAR Secretary Virgilio Delos Reyes said the agency is not only bent on distributing lands to the ARBs but also to provide them with support services to increase the percentage of land ownership retention.*APN
