DAR optimistic on NOC Bill passage

piaNEGROS OCCIDENTAL, June 8 (PIA6) - - The Department of Agrarian Reform-Negros Occidental II is optimistic on the passage of Notice of Coverage (NOC) Bill extension within the year.

Provincial Agrarian Reform Program Officer II Lucrecia Taberna said they are positive that NOC Bill extension will be enacted by Congress into law this year.

Taberna who spoke before DAR employees, agrarian reform beneficiaries and other stakeholders during the 27th Comprehensive Agrarian Reform Program anniversary here banks on the statement of no less than President Benigno S. Aquino III during the latter’s April 30 visit in the province saying he will sign it into a law.

“We still have a balance of more or less 2,000 landholdings covering 17,500 hectares for NOC issuance and we are ready once the bill becomes the law,” Taberna said.

So far, DAR has issued notices covering more than 4,000 landholdings covering an area of 55,000 hectares.

Taberna reiterated that Republic Act 9700 or the Comprehensive Agrarian Reform Program with extension and reforms is clear in its provision that all landholdings issued with NOC on or before June 30, 2014 and those landholdings with pending protests will proceed especially in terms of land acquisition and distribution.

According to Taberna, DAR has distributed more than hundreds of thousands of hectares to agrarian reform beneficiaries with corresponding provisions of support services and delivery of agrarian justice.

This year, DAR Negros Occidental II has a target of 28,000 hectares for distribution out of the balance of 59,000 hectares.

“Most of those left are contentious and problematic landholdings but we are really trying to complete the land acquisition and distribution (LAD) by 2016,” Taberna added.

Some impediments in the LAD of DAR are lost or missing titles, open polygon or erroneous technical description where you cannot generate survey returns and problematic or contentious landholdings with protests not just from land owners, lessors but of farm workers themselves. *(JCM/EAD-PIA6 Negros Occidental)
