IPAC to enhance ARBs growth

visayan dailyThe Inclusive Partnership for Agricultural Competitiveness (IPAC) will enhance market access and competitiveness of agrarian reform beneficiaries in the province, Ronald Gareza, Provincial Agrarian Reform Program Officer I of the Department of Agrarian Reform – Negros Occidental II, said yesterday.

Financed by the International Monetary Fund and its counterparts in the national and local government, IPAC was endorsed Wednesday by the Provincial Development Council executive committee chaired by Gov. Alfredo Marañon.

The program will organize and enhance the capacity of farmers and farmer's organizations to engage in market-oriented production and agri-business. It will increase access of ARBs, smallholder farmers and farmers' organizations to appropriate and sustainable production, post-harvest and processing technology and agri-extension activities, Gareza said

IPAC also aims to enhance the linkage of farmers and FOs to viable markets and establish productive partnership between FOs and commercial private sector or buyers. Land tenure should be stabilized through the subdivision of collective titles, where needed and policy studies to guide second generation land market arrangements. The provision and upgrading of critical rural infrastructures will support the agri-enterprise development in the targeted ARC clusters, he said.

Gareza said that 300,000 farmers comprise the target beneficiaries of IPAC and many of them will come from Himamaylan, Binalbagan and Isabela.

He added that the project also aims to contribute in defining options for the institutional transformation of rural development programs and structures beyond 2016 through the conduct of policy studies and implementation of pilot projects.*PSF
