Block farms seen to stop sub-leasing by ARBs

piaNEGROS OCCIDENTAL (PIA6) -  The Department of Agrarian Reform and Sugar Regulatory Administration-initiated Block Farming strategy is seen as a measure to combat sub-leasing activities among agrarian reform beneficiaries (ARBs).

Department of Agrarian Reform Regional Director Stephen Leonidas said DAR is confident that with the full implementation of Block Farming project sub-leasing activities will be minimized if not eradicated.

According to Leonidas, sub-leasing happens primarily because of lack of capital and equipment by individual ARBs.

“DAR initiates new strategies and partnerships like that with the Social Action Center not just only for institutional development but also for spiritual transformation of our beneficiaries,” Leonidas said.

Negros Occidental has the biggest share of block farms in the country with 35 Block farms out of 99 nationwide.

DAR-North has 19 Block Farms while DAR South has 16 Block Farms involving 12 Agrarian Reform Beneficiary Organizations.  Each block farm has an average size of 35 hectares.

Meanwhile, Leonidas disclosed that as of September 2015, DAR North distributed 4,500 hectares out of its 10,000 hectares target for distribution.

“We are looking at 5,500 more to be accomplished the 10,000 target and these are already in the pipeline. The claim folders are being investigated by the LandBank of the Philippines awaiting approval,” Leonidas added. *(JCM/EAD-PIA6 Negros Occidental)
