NEGROS OCC., April 14 (PIA6)-- Provincial Agrarian Reform Program Officer II of the Department of Agrarian Reform (DAR) Negros Occidental II Lucrecia S. Taberna challenged the members of the Provincial Agrarian Reform Coordinating Committee (PARCCOM) and the Provincial CARP Implementing Team (PCIT) to strengthen the implementation of the Comprehensive Agrarian Reform Program (CARP) especially before the transition of the next administration will take place.
“I challenged the PARCCOM and the PCIT to cooperate and to unite in order for the department to access different programs and support services which are beneficial not only for the improvement of production but also to improve the quality of lives of our farmer beneficiaries”, Taberna said during the Joint PARCCOM-PCIT Convergence Strategic Planning Workshop held at Forest Park Water Garden Resort, Brgy. Taculing, Bacolod City on April 12- 13, 2016.
Taberna added that through the active participation and involvement of PARCCOM and PCIT members, more Certificates of Land Ownership Awards (CLOAs) will be distributed and more lives of farmers will be touched.
The official assured the farmers that being the PARPO II of the southern portion of the province, despite of all negative criticisms, she will still continue to implement the Comprehensive Agrarian Reform Program (CARP) at all cost.
She is also looking forward that whoever will replace the Aquino administration, the existing social justice agenda will still be the top priority, a press release from the DAR Negros Occ., said
The Joint PARCCOM-PCIT Convergence Strategic Planning Workshop was made possible through Executive Order No. 406 which mandated certain departments and agencies to review, evaluate and align their respective programs and projects with the end in view of integrating them into the major thrusts of the CARP. EO No. 406 also directed the DAR to accelerate the agrarian reform beneficiaries’ development through the provision of economic and social infrastructure support.
The PCIT, under EO 406, was composed of the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of Public Works and Highways (DPWH), Department of Transportation and Communication (DOTC), Department of National Defense (DND), Department of Justice (DOJ), Department of Budget and Management (DBM), Department of Trade and Industry (DTI), Land Bank of the Philippines (LBP) and Land Registration Authority (LRA).
Meanwhile, the PARCCOM under Administrative Order Number 1 Series of 1997 is composed of DAR, Office of the Provincial Agriculturist, Department of Environment and Natural Resources, Land Bank of the Philippines, representatives of landowners, Farmers’ Organizations/Cooperatives, cultural community and of different Non-Government Organizations.
