DAR-CSO link arms to conduct paralegal training in Negros Occ

news reg 1 pix 1 sept. 20 2016The Department of Agrarian Reform (DAR) in Negros Occidental recently conducted a three-day paralegal training and workshop with various Civil Society Organizations to harmonize the understanding and interpretation of DAR and CSOs with regard to the administrative orders, issuances, guidelines and policies relative to the implementation of the Comprehensive Agrarian Reform Program (CARP).

Federation of Free Farmers (FFF)-Negros Occidental Chapter President Mike Baylon said the paralegal training and workshop, held at Nature’s Village Resort, Talisay City, Negros Occidental, was a result of the agreement during the series of consultative dialogues conducted last month with different CSO leaders in southern portion of Negros Occidental.

“We very much appreciate the DAR for implementing this training because of the enlightenment it provided us and it served as a proper venue to resolve different issues and concerns which usually caused misinterpretation between both parties,” Baylon said.

He also added that for almost 10 years serving as chairman of FFF, among all government agencies only the DAR-Negros Occidental initiated the said training which only reflected the honest and sincere intention of the department to create a harmonious environment with all CSOs.

Provincial Agrarian Reform Program Officer (PARPO) II Lucrecia S. Taberna said the recently held training, held at Nature’s Village Resort, Talisay City, Negros Occidental, was the first batch and attended by District 6 participants, which are composed of Municipal Agrarian Reform Program Officers and CSO officers, from the cities ofKabankalan and Sipalay and the municipalities of Candoni, Cauayan, Hinoba-an, and Ilog.

“The second batch and third batch will be participated by District 5 and District 4 CSOs and MARPOs, respectively,” Taberna added.

Taberna said the training and workshop apparently shows that a stronger relationship between the DAR and CSOs are shaping. “This bond would definitely benefit our farmer-beneficiaries because the DAR and CSO would render their services to them harmoniously,” she added.

Among the participants from CSOs who attended and who will be attending the training are Kilusang Magbubukid ng Pilipinas (KMP); Damayan ng Manggagawa, Magsasaka  at Mangingisda sa Bansa (DAMMMBA), Inc.; Kaisahan tungo sa Kaunlarang Kanayunan at Repormang Pansakahan, Inc.; Movement for Agrarian and Rural Development Democratic Association Labor of Organization (MARA-DALO); Paghida-et sa Kauswagan Development Group, Inc. (PDG); National Federation of Sugar Workers (NFSW); Task Force Mapalad (TFM); Alternative Center for Empowerment of Rural Poor (ACERP); Partido ng Manggagawa (PM) and Federation of Free Farmers (FFF).
