DAR hand tractors arrive

visayan dailyThe Department of Agrarian Reform has not discontinued the implementation of the Comprehensive Agrarian Reform Program, Negros Oriental Provincial Agrarian Reform Officer, Louie Naranjo, said in a government press release yesterday.

What expired on June 30 was the issuance of the Notice of Coverage, Naranjo said in a briefing with Association of Negros Oriental Public Information Officers in Dumaguete City, the press release also said.

He said DAR can no longer issue the Notice of Coverage to compulsory acquire landholdings, but it can still provide it to landowners who voluntarily sell their land to the DAR.

The issuance of the notice is the first step in the land acquisition and distribution process of DAR.

Claims had been made by some stakeholders that the implementation of CARP has already endedso Naranjo assured beneficiaries in Negros Oriental that it will still go on for landowners, who have already received Notices of Coverage from DAR.

Marlon Galon of DAR said the possibility is that the department will be able to issue NOCs to landowners until June 30, 2016, the House of Representatives passed CARP Extension Bill No. 4296 that was certified urgent by President Aquino, and has been approved on third and final reading in the Senate, the press release said.

DAR can still process claims beyond 2016, or until the termination of land acquisition and distribution activities, Galon said.

As of September 30, 2014, DAR-Negros Oriental had already distributed 105,562.12 hectares of land holdings to 52,130 agrarian reform beneficiaries in the province, that is equivalent to two hectares for each beneficiary, the press release added.
