DAR trains farmers as paralegals

Z WEB 20151127 REG07 Photo 1The Department of Agrarian Reform (DAR) recently conducted Paralegal Capacity Enhancement Training for 35 farmer-leaders to assist the department in addressing land problems in Bohol, Cebu and Negros Occidental.

The 35 farmer-leaders, together with 15 municipal agrarian reform program officers (MAROs) were provided technical know-how on conducting legal interviews, case report preparation-case build up making, affidavit-writing and mediation techniques.

Regional Director Alejandro S. Otacan said, “together with our MAROs, these farmer-leaders are important partners of DAR. They are influential in their respective areas. That’s why they must be equipped with knowledge to resolve agrarian issues at their level.”

Otacan said the training would enhance the farmers’ skills as a paralegal and deepen their understanding about their roles in the community, as well as agrarian reform laws and policies.

Resource Speaker Assistant Regional Director Dr. Antonio A. del Socorro discussed the topics on Understanding Human Rights, Human Rights-Based Approach, History of Agrarian Reform and the CARP situation in the region.

Other invited resource speakers were: Atty. Louie Naranjo of DAR Negros Oriental, Manuel Galon, Jr. of Land Tenure Services of DAR Negros Oriental, Isaganie L. Yee of DAR Regional Office 7, DAR Cebu Legal Officer Edgar Guanzon, Legal Consultants, Atty. Camille Amoro, Atty. Princess Milan, and Atty. Gem Montibon, Lourdes Cruz of DAR Central Office.
