DAR issues directives to advance land tenure services

news reg 1 pix 1 jan. 11 2017CEBU CITY (Jan. 11, 2016)—Department of Agrarian Reform (DAR) Undersecretary for Field Operations Office Marcos Risonar today issued directives to hasten and improve the land tenure services of the department.

“Land tenure is a major component of the agrarian reform program. As part of the DAR management team under Secretary Rafael Mariano, we deem it necessary that the land tenure services (LTS) improve so that the delivery of land acquisition and distribution (LAD) targets of the department is ensured,” Risonar said.

Risonar said, LTS is operationalized either through LAD or leasehold operations.

“LAD involves the redistribution of government and private agricultural lands to landless farmers and farm workers. It secures farmers' tenure, promotes social equity, and provides them with necessary productive resources needed to ensure their economic viability and productivity.

Leasehold operations, on the other hand, is the alternative non-land transfer scheme. It covers all tenanted agricultural lands such as those in the retained areas, not yet acquired for distribution under CARP, and those which may be validly covered under existing laws,” explained Risonar.

Under the directive, field operations offices of DAR are ordered to regularly update LTS databases and balances, set LTS targets, regularly monitor LTS field activities and strengthen working relationship with DAR’s co-partners in LTS.

“We are also creating a task force to speedup the installation of agrarian reform beneficiaries (ARBs). This task force would ensure that ARBs are in their awarded lands and actually tilling them themselves,” Risonar said.

The directive was given during the crafting of the DAR’s strategic plans and directions for 2017 to 2022. The planning conference is being held at the Montebello Villa Hotel on Jan. 9-13, 2017. (pinky roque)
