Farmer beneficiaries take possession of awarded lands

Z WEB 20160127 REGL R08 PINX photo1Agrarian reform beneficiaries formally took actual and legal possession of their awarded landholdings after they were installed in Ormoc City recently.

Siblings Rex and Ramon Doyon, took possession of their CARP-awarded landholdings located at Barangay Cabulihan, Ormoc City; measuring 1.3 hectares and 1.4 hectares, respectively.

The installation activity was a result of a Writ issued by the DAR Adjudication Board (DARAB) prompted by threats on the actual tillage received by the Doyon brothers from other farmers in the area.

“The installation activity assures them of security from any physical and legal challenges by virtue of their Certificate of Land Ownership Award titles (CLOAs),” said DAR Provincial Agrarian Reform Program Officer (PARPO) Renato Badilla.

DAR conducts installation activities for farmer beneficiaries who are not yet in actual possession of their awarded landholdings, or farmer beneficiaries whose possession of their awarded landholdings are threatened by other individuals.

Badilla said one of the objectives of the agrarian reform program is to ensure the security of tenure of farmer beneficiaries and their eventual empowerment.

“The DAR may at its option, and should circumstances warrant seek the assistance of the PNP and/or AFP pursuant to a joint issuance agreed by these agencies,” explains Badilla.

Badilla, urged the Doyon brothers to cultivate the land and make it productive as well as pay the amortizations that will be due to the Land Bank of the Philippines and perform the other obligations attached to being a farmer beneficiary of the CARP.

Present in the activity were PARPO Renato Badilla, DARAB Sheriff Joseph Catingub, DAR Ormoc City Municipal Agrarian Reform Program Officers Perpetua Sabaldan, Lea Mayote, Lucila Jara with the assistance of non-government organization KAISAHAN led by Rubie Espina, barangay official of Cabulihan, Ormoc City and other DAR Ormoc City and DAR Leyte-Biliran Provincial Office staff.
